The role will lead both Non-Technical and Construction Procurement, with key accountabilities in procurement strategy and governance, end-to-end sourcing and contract management, supplier and contractor management, cost optimization, risk and compliance, and team leadership. The focus is on building a scalable procurement function that supports business growth and project delivery.
Strategic Procurement Leadership
- Develop and implement a group-wide procurement strategy aligned with the conglomerate’s business objectives and growth plans.
- Lead category management initiatives for construction materials, contractors, professional services, hospitality supplies, facilities management, technology and other indirect spend categories.
- Establish procurement policies, standards, and operating procedures applicable across all business units.
- Drive procurement transformation initiatives, including process standardization, digitalization and analytics-based decision-making.
- Deliver measurable cost savings, cost avoidance, and value-creation initiatives while maintaining quality and service standards.
- Develop and maintain a robust supplier base and strategic vendor partnerships.
- Monitor supplier performance through KPIs, scorecards and periodic business reviews.
- Identify and mitigate supply, commercial, and operational risks across the procurement portfolio.
Governance, Compliance & Risk Management
- Ensure procurement activities comply with company policies, delegated authorities, contractual obligations and applicable laws and regulations.
- Strengthen internal controls, segregation of duties, and audit readiness across procurement operations.
- Oversee contract governance and ensure proper documentation, approvals and records management.
- Support enterprise risk management initiatives related to supplier concentration, market volatility and business continuity.
Shared Services Operations
- Manage centralized procurement operations supporting multiple business units and project sites.
- Drive service-level performance, turnaround times and stakeholder satisfaction.
- Optimize procurement workflows, approval processes, and procurement systems
- Coordinate with finance, legal, project management, engineering, property management, and hotel operations teams to ensure seamless execution.
- Lead, coach, and develop the procurement organization, including category, sourcing and operations teams.
- Build a high-performance culture focused on accountability, collaboration, continuous improvement, and customer service.
- Drive succession planning, capability building, and procurement competency development.
JOB QUALIFICATIONS:
Education
- Bachelor’s degree in Supply Chain Management, Procurement, Engineering, Business Administration, Finance or a related field.
- Master’s degree or relevant professional certification (e.g., CIPS, CPSM, CSCP) is an advantage.
Experience
- 10+ years of progressive procurement experience, including significant leadership responsibility.
- Strong background in procurement and project-related sourcing.
- Experience supporting construction, real estate/property development and/or hospitality operations is highly preferred.
- Demonstrated success managing a shared services or centralized procurement organization.
- Experience leading strategic sourcing, major contract negotiations, and supplier relationship management.
