Job summary

PositiveLinks Asia is seeking a seasoned Facilities Management leader to oversee Repair & Maintenance and technical operations across a large network of retail locations in Malaysia. You will drive uptime, governance, and cost control by leading a multi-site FM/Engineering team and managing outsourced contractors.

This role requires 5–8 years in facilities/engineering, strong vendor management, budgeting experience, and a track record of delivering service levels across locations.

Qualifications

• Degree in Mechanical Engineering, Electrical Engineering, Facilities Management, Building Management or related discipline.
• 5–8 years of facilities management/engineering/technical operations experience.

The organization operates a large network of retail locations and has a highly structured, multi-site operating environment supported by centralized facilities, technical operations and supply chain functions. With a sizeable footprint across Malaysia, the business places strong emphasis on operational excellence, service standards, governance, cost efficiency and continuous improvement. Its scale and operational complexity require robust facilities management, technical support and vendor management capabilities to ensure the smooth and consistent operation of its retail network.

Key Responsibilities

• Lead the overall Repair & Maintenance and Facilities Management function across a large network of retail locations.
• Oversee the maintenance, repair and operational readiness of facilities and technical equipment across multiple locations.
• Monitor maintenance cases through the organization's CMMS / maintenance management system and ensure issues are addressed within agreed service levels.
• Manage outsourced maintenance contractors and ensure service performance, response time, quality and SLA requirements are consistently met.
• Monitor recurring issues and identify opportunities to improve equipment reliability, maintenance processes and operational efficiency.
• Support escalation and resolution of critical technical or operational issues.
• Attend selected site, mall management or stakeholder discussions where higher-level facilities matters require senior representation.
• Travel to outlets and other locations as required.

Technical Equipment & Replacement Evaluation

• Act as the first-level technical gatekeeper when alternative equipment, brands or specifications are proposed by suppliers.
• Evaluate the suitability, technical compatibility, operational practicality and cost implications of proposed alternatives.
• Assess whether proposed replacement equipment can meet the organization's operational and technical requirements.
• Work closely with Leadership Team, Quality Assurance and relevant stakeholders where further alignment or approval is required.
• Provide clear technical recommendations and rationale to support equipment-related decisions.
• Ensure equipment replacement decisions remain aligned with established specifications, tender requirements and governance processes.
• Ensure facilities, maintenance and technical procurement activities follow established tender, approval and governance procedures.
• Manage vendor and contractor performance against agreed contractual requirements, SLAs and service standards.
• Work closely with Procurement, Legal, Finance, QA and relevant stakeholders throughout the tender and vendor appointment process.
• Ensure appointed suppliers adhere to agreed commercial terms and service commitments.
• Review supplier quotations, proposed alternatives and cost implications before recommendations are escalated for approval.
• Maintain strong professional boundaries with suppliers and contractors and ensure all decisions are made objectively and in accordance with company governance.
• Identify opportunities to improve procurement efficiency, vendor performance and cost effectiveness.

Technical Warehouse Management

• Oversee the technical warehouse supporting the organization's retail operations.
• Ensure availability and proper management of technical equipment, spare parts and related inventory.
• Oversee inventory accuracy, stock movement, replenishment and utilization.
• Ensure outlets can obtain required equipment and spare parts in a timely and controlled manner.
• Monitor warehouse processes, inventory levels and operational efficiency.
• Work closely with the Facilities / R&M team and outlet operations to anticipate equipment and spare-part requirements.
• Ensure appropriate controls are in place for technical inventory and warehouse activities.

Budget & Cost Management

• Lead budgeting, forecasting and cost control for Facilities Management, Repair & Maintenance and Technical Warehouse activities.
• Monitor maintenance expenditure, vendor costs, equipment replacement costs and inventory-related expenses.
• Analyze cost implications of maintenance and equipment decisions and identify opportunities for savings.
• Drive operational efficiency while maintaining appropriate service and technical standards.
• Review spending trends and identify opportunities to improve cost effectiveness without compromising operational requirements.
• Lead a team of approximately 20-30 employees across Facilities Management, Repair & Maintenance, Technical Warehouse and supporting administration.
• Manage and develop three direct reports across the respective functions.
• Provide clear direction, coaching and performance management to a diverse and experienced team.
• Build stronger accountability, ownership and responsiveness across the function.
• Drive the transition towards a more technology-driven, data-led and efficient way of working.

Requirements

• Degree in Mechanical Engineering, Electrical Engineering, Facilities Management, Building Management or a related discipline.
• At least 5–8 years of relevant Facilities Management / Engineering / Technical Operations experience, with at least 2–3 years in a supervisory or managerial capacity.
• Strong experience managing facilities, maintenance or technical operations across multiple locations.
• Experience managing technical vendors, contractors, SLAs and service performance.
• Experience in budgeting, cost control and vendor / procurement management.
• Experience managing warehouse operations, technical inventory or spare parts will be an advantage.
• Strong exposure to mechanical and electrical systems / equipment.
• Experience in a large retail, F&B, hospitality, or other multi-site operating environment is preferred.
