Job summary

TKR Engineering Sdn Bhd is seeking an HSE Manager to establish, implement and monitor health, safety and environmental controls for oil & gas operations, projects and field services. The role leads HSE teams, coordinates emergency readiness and advises Management on risk, compliance and improvement priorities.

Responsibilities include maintaining ISO-aligned HSE systems, conducting audits and risk assessments, and driving safety training and culture across sites and contractors.

Qualifications

• Minimum five years of HSE experience in Oil & Gas.
• Bachelor's/Master's degree in Safety, Environmental or Engineering.
• Strong knowledge of HSE management systems and legal requirements.
• Proficiency in English and Bahasa Malaysia, written and spoken.
• NEBOSH/IOSH certification is an advantage where applicable.

Job description

The HSE Manager is responsible for establishing, implementing and monitoring the health, safety and environmental management controls required for Oil & Gas operations, projects, workshops and field services. The role translates statutory, client and company requirements into practical plans, procedures, risk controls and performance measures. The incumbent leads HSE personnel, supports operational teams, coordinates emergency readiness and investigations and advises Management on HSE risks, compliance and improvement priorities.

2) Key Responsibilities

HSE Management System & Compliance

Maintain the company and project HSE management system in line with approved policies, applicable legal requirements, client expectations and ISO 45001 and ISO 14001 principles.

Develop and control HSE plans, procedures, standards, registers, objectives, programmes and reporting requirements for assigned operations and projects.

Monitor changes in legislation, client rules and industry requirements and coordinate timely updates to company controls and guidance.

Lead or review HIRARC, JSA/JHA, task risk assessments, lifting plans, simultaneous-operations reviews and other critical operational risk assessments.

Verify that hazards, barriers, responsible persons, acceptance criteria and emergency actions are understood before work starts.

Advise operating teams on controls for pressure, well control, energy isolation, lifting, work at height, confined space, chemicals, H2S and dropped objects.

Permit to Work & Emergency Preparedness

Monitor the permit-to-work system and verify that permits, isolations, gas tests, certificates and task controls remain valid throughout execution.

Develop and test emergency response plans for credible site and operational scenarios and coordinate drills, equipment checks and improvement actions.

Maintain clear escalation, communication, muster, medical, spill-response and incident-command arrangements with relevant internal and external parties.

Ensure incidents, near misses, unsafe conditions and environmental events are reported, classified, notified and recorded within required timeframes.

Lead or coordinate investigations using an approved root-cause method and identify practical corrective and preventive actions.

Track investigation actions through verified closure and communicate relevant lessons learned across affected operations and projects.

Audits, Inspections & Performance

Plan and conduct workplace inspections, management visits, compliance audits and contractor assessments and coordinate client or regulatory reviews.

Monitor leading and lagging HSE indicators, exposure hours, observations, incidents, action closure and environmental performance and report significant trends.

Escalate overdue actions, repeated findings and material compliance gaps and recommend priorities for management review and resource allocation.

Training, Competence & Safety Culture

Define HSE training and competency requirements and coordinate induction, toolbox, permit, emergency and role-specific programmes.

Coach managers, supervisors and employees in visible safety leadership, hazard reporting, intervention and effective pre-job planning.

Verify that personnel hold valid medical, offshore, technical and client-required safety certifications before assignment to controlled work.

Represent the company in client HSE meetings, readiness reviews, contractor interfaces, tender clarification and performance reviews.

Evaluate contractor HSE capability, monitor field compliance and require timely correction of deficiencies within the contracted work scope.

Oversee waste, spill prevention, emissions, chemical, noise and other environmental controls and maintain required records and reports.

3) Authorities

Stop or suspend any work presenting imminent danger, loss of control, an invalid permit or a material breach of approved HSE requirements.

Require corrective action, additional controls, reassessment or competent review before work starts or resumes.

Approve HSE plans, procedures, risk reviews and reports within delegated authority and elevate matters requiring Management approval.

Represent the company on HSE matters with clients, contractors, auditors, regulators and emergency-response parties within delegated authority.

4) Qualifications & Requirement

Education: Degree, Master's degree or PhD in Occupational Safety and Health, Environmental Management, Engineering or another relevant discipline.

Experience: Minimum five (5) years' directly relevant HSE experience in the Oil & Gas Industry, regardless of the accepted qualification pathway.

Language: Good command of English and Bahasa Malaysia (written and spoken).

Technical Knowledge: Strong knowledge of Oil & Gas HSE management systems, applicable legal and client requirements, HIRARC/JSA, permit to work, emergency response, incident investigation, auditing, contractor management, occupational health and environmental controls.

5) Preferred Skills and Competencies

Ability to provide practical HSE leadership across office, workshop, project and wellsite activities.

Strong risk-assessment, regulatory-compliance, audit, inspection and corrective-action management capability.

Competence in incident investigation, root-cause analysis, emergency planning and performance reporting.

Sound judgment when intervening in unsafe work and determining the controls required before restart.

Clear communication, training, meeting, report-writing and client-interface skills.

Ability to influence managers, supervisors, employees, contractors and client personnel constructively.

Proficiency in HSE registers, incident systems, document control, spreadsheets and standard office applications.

NEBOSH, IOSH, registered Safety and Health Officer or equivalent certification is an advantage where applicable.
