Job summary

TKR Engineering Sdn Bhd is seeking an Engineering Manager to plan, coordinate and control engineering, construction and installation activities for Oil & Gas projects in Sabah, Malaysia. You will lead multidisciplinary teams, manage interfaces with contractors and clients, and ensure safety, quality, cost and schedule targets are met.

The role requires strong planning, site execution oversight, and a hands-on approach to constructability, commissioning readiness and project closeout.

Qualifications

• Education: Diploma/ Degree/ Master/PhD in Civil, Structural, Mechanical, Electrical, Petroleum or related engineering discipline.
• Experience: Minimum seven years in Oil & Gas, with at least two years in construction/installation/engineering management.
• Language: English and Bahasa Malaysia proficiency.
• Technical knowledge: broad multidisciplinary engineering, construction planning, fabrication, installation, commissioning interfaces, QA/QC, HSE, and contract management.

Job description

The Construction/Installation/Engineering Manager is responsible for planning, coordinating and controlling engineering, construction and installation activities for Oil & Gas projects. The role ensures that approved designs are constructible, resources and work fronts are ready, and site execution meets safety, quality, cost and schedule requirements. The incumbent leads multidisciplinary teams, manages contractor and client interfaces, resolves technical and field issues, controls changes and supports commissioning, handover and project closeout.

2) Key Responsibilities

Review the project scope, basis of design, specifications, drawings, calculations, equipment data and contract requirements and confirm engineering deliverables and responsibilities.

Coordinate civil, structural, mechanical, piping, electrical, instrumentation and installation engineering interfaces and resolve discrepancies before construction.

Lead constructability, operability, maintainability and installation reviews and ensure approved comments are incorporated into issued-for-construction documents.

Construction Planning & Readiness

Develop the construction and installation execution plan, work breakdown, sequence, resource forecast, site organization and detailed look-ahead schedules.

Confirm that drawings, materials, equipment, lifting arrangements, permits, procedures, competent personnel and work fronts are ready before execution.

Review method statements, job packs, temporary works, lifting plans, inspection requirements and contingency measures for critical activities.

Direct site mobilization, fabrication, construction, equipment installation, mechanical completion and reinstatement in accordance with approved documents.

Coordinate offshore and onshore installation activities, SIMOPS interfaces, access, logistics, marine support and daily work priorities with relevant parties.

Monitor field productivity, workmanship, equipment utilization and constraints and implement recovery actions when progress differs from the approved plan.

Manage construction contractors, installation subcontractors, vendors and service providers against their approved scope, schedule and technical obligations.

Lead coordination meetings and maintain clear interfaces with the client, engineering team, operations, QA/QC, HSE, procurement, logistics and commissioning personnel.

Review technical queries, vendor information, site instructions and proposed deviations and obtain the required approval before implementation.

Quality & Technical Assurance

Ensure work follows issued-for-construction drawings, approved procedures, inspection and test plans, codes, standards and client specifications.

Coordinate inspections, hold and witness points, testing, punch-list clearance, as-built records and mechanical-completion certification.

Resolve technical non-conformities with Engineering and QA/QC and verify that approved repairs, rework and corrective actions are completed.

Ensure construction and installation activities comply with the project HSE plan, permit-to-work system, risk assessments and site control requirements.

Verify controls for lifting, work at height, energy isolation, confined space, pressure testing, dropped objects and simultaneous operations where applicable.

Stop unsafe work, participate in incident review and ensure corrective actions and lessons learned are communicated and implemented.

Progress, Cost, Change & Handover

Monitor progress, manpower, quantities, equipment, cost commitments and schedule forecasts and issue accurate daily, weekly and monthly reports.

Control field changes, technical queries, variation inputs, delay records and supporting evidence in accordance with the contract and management-of-change process.

Coordinate pre-commissioning, system completion, handover dossiers, as-built documents, demobilization and closeout of outstanding items.

3) Authorities

Stop construction or installation when conditions are unsafe, approved documents are unavailable or work does not meet specified quality and technical requirements.

Direct assigned project personnel and contractor resources and set daily work priorities within the approved project plan and delegated authority.

Approve construction methods, job packs and field instructions within delegated limits and recommend design or execution changes for formal approval.

Reject non-conforming work, equipment or materials and require inspection, repair, rework or corrective action before acceptance.

4) Qualifications & Requirement

Education: Diploma, Degree, Master's degree or PhD in Civil, Structural, Mechanical, Electrical, Petroleum or another relevant Engineering discipline.

Experience: Minimum seven (7) years' experience in the Oil & Gas Industry, including at least two (2) years in a Construction, Installation or Engineering Manager position or an equivalent role, regardless of the accepted Engineering qualification pathway.

Language: Good command of English and Bahasa Malaysia (written and spoken).

Technical Knowledge: Strong knowledge of multidisciplinary engineering, constructability, construction planning, fabrication, equipment and piping installation, lifting and logistics, mechanical completion, commissioning interfaces, project controls, QA/QC, HSE, contract administration and management of change for Oil & Gas projects.

5) Preferred Skills and Competencies

Ability to lead multidisciplinary engineering, construction and installation teams across offshore and onshore work scopes.

Strong planning, scheduling, resource forecasting, progress measurement and recovery-plan capability.

Competence in design review, constructability, method statements, job packs, technical queries and field-change control.

Working knowledge of project cost control, contracts, procurement, logistics, subcontract management and variation support.

Sound judgment in site problem-solving, risk assessment, quality acceptance and work-priority decisions.

Clear client communication, meeting leadership, technical reporting and stakeholder coordination skills.

Proficiency in project scheduling, document-control, spreadsheet and standard office applications.

Relevant project-management, construction-safety, offshore medical and client-required certifications are advantages where applicable.
