Executive, HSE Management System

The Executive, HSE Management System reports directly to the Manager, HSE Operations – Peninsular and is responsible for developing, reviewing, maintaining, and improving the organization’s Health, Safety, and Environmental (HSE) Management System documentation. The role ensures that all HSE policies, procedures, standards, work instructions, and supporting documents comply with applicable legal requirements, industry best practices, and organizational standards.
KEY ACCOUNTABILITIES
- HSE Management System Development
- Develop, update, and maintain the company’s HSE Management System (HSEMS) documentation.
- Draft and revise HSE policies, procedures, standards, manuals, guidelines, forms, and work instructions.
- Ensure documentation aligns with company requirements, and regulatory obligations.
- Coordinate document reviews with relevant departments and subject matter experts.
- Documentation Control
- Establish and maintain document control processes, numbering systems, and revision histories.
- Ensure all HSE documents are properly approved, distributed, and archived.
- Maintain electronic and hardcopy HSE document repositories.
- Monitor document review cycles and ensure timely updates.
- Compliance and Assurance
- Review HSE documentation against legal and regulatory requirements.
- Support compliance audits and inspections by preparing required HSE documents and records.
- Track changes in legislation, industry standards, and client requirements and incorporate them into HSE documentation.
- Risk Management Documentation
- Assist in documenting risk management processes, including:
- Risk Assessments
- Job Hazard Analysis (JHA)
- HIRARC/HIRA documentation
- Environmental Aspect Impact Assessments
- Emergency Response Procedures
- Ensure risk control measures are adequately reflected within HSE procedures.
- Audit and Continuous Improvement
- Update management system documentation based on audit outcomes, incident investigations, and lessons learned.
- Support management reviews and performance reporting.
- Training and Communication
- Provide guidance to employees on the use and implementation of HSE documents.
- Assist in developing HSE communication materials, presentations, and toolbox talks.
- Project Support
- Support HSE documentation in relation to projects execution
- Coordinate with operational teams to ensure documentation reflects actual work practices
REQUIREMENTS AND QUALIFICATIONS
- Preferably possess a bachelor’s degree in engineering, Environmental Science, Occupational Safety and Health, Process Safety, Chemical Engineering or equivalent qualification from recognized universities.
- A professional qualification in occupational safety or process safety will be an added advantage.
- Minimum 2 to 5 years’ experience in upstream oil and gas HSSE, including experience supporting operations, contractor HSSE management and operational risk management.
- Demonstrates a strong understanding of HSSE Management Systems and HSE management system standards, with the ability to apply relevant requirements and practices effectively.
- Possesses strong technical writing, document development and document control skills, with excellent attention to detail.
- Proficient in Microsoft Office applications, including Word, Excel, PowerPoint and SharePoint.
- Demonstrates strong analytical and problem-solving skills, effective communication and stakeholder engagement capabilities, and the ability to manage multiple projects, priorities and deadlines effectively.
