Misarma Enterprise Sdn Bhd is seeking an HSE Coordinator to support the HSE Assistant Manager in implementing company-wide HSE programs, ensuring legal compliance, and maintaining documentation. The HSE Coordinator supports the HSE Assistant Manager in implementing and maintaining all aspects of the company's Health, Safety, and Environmental (HSE) management system. This includes ensuring legal compliance, developing site-level documentation, conducting inspections, and promoting proactive HSE awareness among all employees and contractors.
This role requires a hands-on, detail-oriented, and organized individual who can effectively manage documentation, communicate HSE requirements, and monitor compliance on-site. The HSE Coordinator acts as the link between management and field operations, ensuring that all HSE procedures are executed accurately and consistently.
The HSE Coordinator must be able to travel and work at project sites or outstations without restriction and maintain a professional standard in report generation, documentation, and coordination with both internal teams and external stakeholders. This role is expect to attend to any other Ad-Hoc task as per instructed by Superior or Management from time to time.
1)Key Responsibilities
a) Coordination & Implementation
Assist the HSE Assistant Manager in implementing company-wide HSE programs, policies, and initiatives.
Coordinate with project teams to ensure all HSE plans, HIRARC, and risk assessments are properly executed.
Act as the main site contact for daily HSE matters, including inspections, audits, and corrective actions.
Liaise with clients and subcontractors on HSE requirements and ensure compliance with contractual obligations.
Monitor daily operations to ensure adherence to permit-to-work systems, PPE compliance, and safe work procedures.
Maintain open communication with project management and ensure all HSE concerns are addressed promptly.
b) Documentation & Reporting
Prepare, maintain, and update HSE documentation, including inspection reports, incident logs, and training records.
Assist in developing and updating site-specific HSE plans, HIRARC, Job Safety Analysis (JSA), and Emergency Response Plans (ERP).
Compile and submit daily, weekly, and monthly HSE reports to the HSE Assistant Manager.
Ensure that all site-level records are properly organized, traceable, and audit-ready at all times.
Support in preparing client HSE reports, tender submissions, and safety statistics as assigned by the HSE Manager.
c) Site Safety Monitoring
Conduct routine site safety inspections, audits, and toolbox talks to ensure operational compliance.
Monitor high-risk activities (lifting, welding, working at height, confined space entry) and ensure control measures are in place.
Enforce compliance with PPE standards and issue reminders or notices for non-compliance.
Observe and report unsafe acts, conditions, and near misses; follow up on corrective actions.
Assist in conducting incident investigations and prepare preliminary reports for management review.
Conduct HSE inductions for new employees, subcontractors, and site visitors.
Support the HSE Manager in organizing toolbox meetings, safety campaigns, and drills.
Participate in HSE Committee meetings and record action points for follow-up.
Deliver safety reminders and awareness briefings to maintain high HSE consciousness among staff.
Participate in internal and external HSE audits, ensuring timely completion of corrective actions.
Maintain a site inspection checklist system and follow up on findings until closure.
Support the HSE Manager in continuous improvement initiatives and in updating the HSE Management System.
Collect and analyze HSE data (e.g., unsafe act frequency, near-miss rate) for reporting and trend evaluation.
2) Authority
Authority to stop work in the event of unsafe acts or hazardous conditions.
Authority to request immediate corrective actions from site supervisors or contractors.
Authority to verify and endorse HSE checklists, site reports, and inspection findings.
3) Qualification Required
Diploma or Degree in Occupational Safety & Health, Environmental Science, or equivalent field.
Yellow book holder is mandatory. DOSH Green Book holder preferred.
Minimum 3-5 years of experience in HSE coordination, preferably in oil & gas, construction, or engineering industries.
Familiarity with ISO 45001, ISO 14001, and ISO 9001 standards.
Strong organizational and coordination skills.
Detail-oriented with a focus on accurate documentation and reporting.
Proficient in Microsoft Office (Word, Excel, PowerPoint) and document tracking systems.
Strong understanding of HSE laws, regulations, and client requirements.
Effective communication and interpersonal skills across all workforce levels.
Ability to travel, work extended hours, and station at project sites as required.
