Job summary

Airswift is seeking an experienced Safety, Health & Environment (HSE) Manager to lead all HSE activities for a major offshore oil & gas project, including FPSO developments. You will drive HSE planning, risk management, audits and contractor performance, ensuring compliance with regulatory and client requirements while promoting a strong safety culture on site.

Ideal candidates will have 10+ years in offshore construction, FPSO exposure, and proven leadership of HSE teams.

Qualifications

• Bachelor's Degree in Health, Safety & Environment (HSE) or related field recognized by the Malaysian Qualifications Agency (MQA).
• Minimum 10 years of experience in offshore oil & gas facility construction projects.
• FPSO project experience is highly preferred; at least 5 years as a certified HSE professional.
• Strong knowledge of ISO 45001, ISO 14001, Malaysian HSE legislation and industry regulations.
• Excellent leadership, communication, stakeholder management and problem-solving skills.

Responsibilities

• Develop, implement and maintain Project HSE Plans, Emergency Response Plans, and related procedures; set HSE objectives, targets and KPIs.
• Lead project HSE risk assessments, including JHA; integrate with PTW processes and MOC assessments.
• Lead and manage a team of HSE Engineers, Officers and Supervisors; monitor compliance and report performance.
• Review contractor HSE plans, training and risk assessments; drive continuous HSE improvement.
• Coordinate emergency drills, investigations, root cause analysis and corrective actions.
• Plan, lead and conduct HSE audits and site inspections; manage documentation and records.
• Oversee training and competency development for personnel involved in critical activities.

About the Role

We are seeking an experienced Safety, Health & Environment (HSE) Manager to lead and drive all HSE activities for a major offshore oil & gas project. The successful candidate will be responsible for ensuring compliance with company, client, and regulatory HSE requirements while promoting a strong safety culture throughout project execution. This role requires extensive experience in offshore oil & gas construction projects, preferably involving FPSO developments, with proven leadership in managing HSE teams, contractor performance, risk management, audits, and emergency response initiatives.

Key Responsibilities

• HSE Planning & Management: Develop, implement, and maintain Project HSE Plans, Emergency Response Plans, and related procedures. Establish project HSE objectives, targets, and KPIs. Ensure compliance with company, client, statutory, and international HSE standards. Act as the focal point for all HSE matters throughout the project lifecycle. Promote HSE awareness campaigns and foster a strong safety culture across project teams and contractors.
• Risk Assessment & Control: Lead project HSE risk assessments, including Job Hazard Assessments (JHA). Ensure risk management activities are integrated into Permit-to-Work (PTW) processes. Participate in HAZID, HAZOP, and Management of Change (MOC) assessments. Identify potential hazards and implement effective mitigation measures.
• HSE Leadership & Monitoring: Lead and manage a team of HSE Engineers, Officers, and Supervisors. Monitor project activities to ensure compliance with HSE plans, procedures, and regulations. Prepare and present HSE performance reports and project updates. Facilitate and lead HSE meetings with project stakeholders.
• Contractor HSE Management: Review and assess contractors' HSE plans, procedures, training programs, emergency response plans, and risk assessments. Monitor contractor HSE performance and compliance throughout project execution. Maintain regular engagement with contractors to drive continuous HSE improvement.
• Emergency Response & Incident Management: Implement and manage project emergency preparedness and response plans. Coordinate emergency drills and training programs. Investigate incidents, accidents, near misses, and unsafe conditions. Conduct root cause analysis and ensure effective corrective actions are implemented and closed out.
• HSE Assurance & Compliance: Plan, lead, and conduct HSE audits and compliance assessments. Perform regular site inspections and verification activities. Lead Advanced Safety Audits (ASA) and monitor corrective action implementation. Ensure all HSE documentation and records are maintained as required.
• Training & Competency Development: Review competency requirements for project personnel and contractors involved in critical activities. Monitor compliance with project HSE training requirements. Support ongoing capability development and HSE awareness initiatives.

Requirements

• Bachelor's Degree in Health, Safety & Environment (HSE), Engineering, Science, or a related discipline recognized by the Malaysian Qualifications Agency (MQA).
• Minimum 10 years of experience in offshore oil & gas facility construction projects.
• Experience in FPSO projects is highly preferred.
• At least 5 years of experience serving as a certified HSE professional in a similar environment.
• Strong knowledge of: ISO 45001 Occupational Health & Safety Management Systems ISO 14001 Environmental Management Systems Malaysian HSE legislation and industry regulations International Oil & Gas HSE best practices Excellent leadership, communication, stakeholder management, and problem-solving skills. Demonstrated ability to influence and engage stakeholders at all organizational levels.

Preferred Qualifications

• Lead Auditor certification in ISO 45001 and/or ISO 14001.
• Professional HSE certifications such as: SHO (Safety & Health Officer) CHRA Assessor Other recognized HSE professional certifications.
