Job summary

Jora Malaysia is seeking an experienced HR leader to steer recruitment, payroll governance, performance management and compliance for our Malaysian operations.

The ideal candidate has 7–10 years in HR, including at least 4 years in a managerial role, strong knowledge of local labour requirements, and the ability to design policies, KPIs and workforce plans.

You will lead HR initiatives across the organization, guide policy development and reporting to senior management.

Qualifications

• Bachelor’s degree in HR, business admin, psychology or related field.
• 7–10 years of progressive HR experience with at least 4 years in a managerial role.
• Experience in manufacturing, warehousing, logistics or labour-intensive environments preferred.
• Strong knowledge of Malaysian employment and labour requirements.
• Experience managing recruitment, payroll governance, performance management and compensation.
• Ability to handle disciplinary investigations, grievances and employee separations.

• Develop HR strategies aligned with the company’s business plans.
• Prepare annual manpower and workforce plans and review org structure.
• Oversee headcount and budgeting; monitor workforce capability and future needs.
• Design salary structures and KPIs; lead payroll governance and benefits.
• Lead compensation, benefits and payroll governance; ensure compliance.
• Manage employee relations, discipline, termination and industrial relations.
• Build HR policies, governance and compliance; oversee foreign worker strategy.
• Prepare and present monthly HR reports to management.

• Bachelor’s Degree in Human Resource Management, Business Administration, Psychology, Industrial Relations or a related field.
• Minimum 7–10 years of progressive HR experience, including at least 4 years in a managerial or team-leadership position.
• Experience in a manufacturing, warehousing, logistics or labour-intensive environment is strongly preferred.
• Strong working knowledge of Malaysian employment and labour requirements.
• Experience managing the full spectrum of HR functions, including recruitment, payroll governance, performance management, compensation and benefits, employee relations, training and compliance.
• Strong experience in handling disciplinary investigations, domestic inquiries, grievances and employee‑separation matters.
• Able to develop HR policies, manpower plans, salary structures, KPIs and Management reports.
• Strong leadership, communication, negotiation, analytical and decision‑making skills.
• Able to handle sensitive and confidential matters professionally.
• Proficient in Microsoft Office, particularly Microsoft Excel and PowerPoint.
• Experience using HR information, attendance, payroll or performance‑management systems is preferred.
• Good command of English and Bahasa Malaysia, both written and spoken.
• Willing to travel to different Company locations, hostels or government offices when required.

Key Responsibilities:

• Review recruitment cost, lead time and quality of hire.
• Approve recruitment‑agency appointments.
• Ensure fair and consistent recruitment practices.
• Build manpower pipelines for critical positions.
• Manage organisation development and succession planning.
• Develop salary-grade and career‑progression structures.
• Lead compensation, benefits and payroll governance.
• Establish the company’s performance‑management framework.
• Lead learning and development strategy.
• Manage employee relations, discipline, termination and industrial relations.
• Develop HR policies, governance and compliance.
• Oversee foreign‑worker strategy and compliance.
• Manage HR budget and vendors.
• Lead, coach and develop the HR team.
• Prepare and present monthly HR reports to management.
