Job summary

Jora Malaysia is seeking an experienced HR Manager to lead the full spectrum of human resources functions in a manufacturing environment. You will develop workforce plans, manage recruitment, payroll governance, performance management, compensation and employee relations, while ensuring compliance with Malaysian labour laws.

The role requires strong leadership, negotiation and analytical skills, with a proven ability to drive KPI improvements and manage confidential matters across multiple

Qualifications

  • Minimum 7-10 years of progressive HR experience, including at least 4 years in a managerial or team-leadership position.
  • Experience in a manufacturing, warehousing, logistics or labour-intensive environment is strongly preferred.
  • Strong working knowledge of Malaysian employment and labour requirements.
  • Experience managing the full spectrum of HR functions, including recruitment, payroll governance, performance management, compensation and benefits, employee relations, training and compliance.
  • Strong experience in handling disciplinary investigations, domestic inquiries, grievances and employee separation matters.
  • Able to develop HR policies, manpower plans, salary structures, KPIs and Management reports.
  • Strong leadership, communication, negotiation, analytical and decision-making skills.
  • Able to handle sensitive and confidential matters professionally.
  • Proficient in Microsoft Office, particularly Excel and PowerPoint.
  • Experience in using HR information, attendance, payroll or performance-management systems is preferred.
  • Good command of English and Bahasa Malaysia, both written and spoken.
  • Willing to travel to different Company locations, hostels or government offices when required.

Responsibilities

  • Develop HR strategies aligned with the company's business plans.
  • Prepare annual manpower and workforce plans.
  • Review organisation structure and reporting lines.
  • Control headcount against the approved budget.
  • Assess workforce capability, productivity and future manpower needs.
  • Determine the appropriate mix of local, foreign, permanent, contract and part-time employees.
  • Present manpower plans and recommendations to the GM.
  • Establish HR departmental goals and KPIs.
  • Approve recruitment strategies, channels and budgets.
  • Review and approve critical or senior vacancies.
  • Participate in final interviews for key positions.
  • Approve salary recommendations within delegated authority.
  • Review recruitment cost, lead time and quality of hire.
  • Approve recruitment-agency appointments.
  • Ensure fair and consistent recruitment practices.
  • Build manpower pipelines for critical positions.
  • Manage organisation development and succession planning.
  • Develop salary-grade and career-progression structures.
  • Lead compensation, benefits and payroll governance.
  • Establish the company's performance-management framework.
  • Lead learning and development strategy.
  • Manage employee relations, discipline, termination and industrial relations.
  • Develop HR policies, governance and compliance.
  • Oversee foreign-worker strategy and compliance.
  • Manage HR budget and vendors.
  • Lead, coach and develop the HR team.
  • Prepare and present monthly HR reports to management.
  • Provide analysis and recommendations to management.
