Job summary

TKR Engineering Sdn Bhd is seeking an experienced Project Manager to lead offshore installation and pre-commissioning projects from planning through close-out. You will coordinate PMT, marine spread, diving, ROV, survey and positioning activities, ensuring safety, quality and adherence to schedule and budget.

The role requires a Bachelor’s degree in Engineering and a minimum of 7 years in Oil & Gas, including 2 years in a PM role.

Responsibilities

  • Lead the overall planning, execution, monitoring and close-out of offshore installation and pre-commissioning projects.

  • Coordinate engineering, procurement, offshore installation, construction, testing and demobilisation.
  • Monitor progress against schedule and budget and manage project risks and interfaces.
  • Direct PMT activities and ensure alignment with HSE, quality and contractual requirements.
  • Coordinate marine spread, diving, ROV, survey and positioning activities as part of offshore execution.
  • Ensure proper handover of completed works to the client and capture lessons learned.

Job description

To lead and manage the overall execution of offshore installation and pre-commissioning projects, ensuring that all project activities are delivered safely, efficiently, within the approved schedule and budget, and in accordance with contractual, technical, quality and HSE requirements.

The position will oversee the provision and coordination of Project Management Team (PMT), transportation and installation engineering, construction marine spread, pipe stringing facilities, diving and ROV operations, rigging, survey and positioning, field joint coating, NDT, welding-related procedures, consumables and other installation aids required for offshore installation and pre-commissioning activities.

Key Responsibilities:
Project Management & Execution

Lead the overall planning, execution, monitoring and close-out of offshore installation and pre-commissioning projects.

Develop and maintain project execution plans, schedules, budgets, manpower plans and resource requirements.

Ensure project activities are executed in accordance with approved scope, specifications, procedures and contractual requirements.

Coordinate all project phases, including engineering, procurement, mobilisation, offshore installation, construction, testing, pre-commissioning and demobilisation.

Monitor project progress against approved schedule, budget and key milestones.

Identify project risks, constraints, delays and interfaces, and implement appropriate mitigation measures.

Ensure effective coordination between onshore and offshore project teams.

Engineering & Technical Management

Coordinate transportation and installation engineering activities and ensure engineering deliverables are completed in accordance with project requirements.

Review and coordinate installation procedures, including welding procedures and related construction methodologies.

Ensure engineering solutions are practical, safe and suitable for offshore execution.

Coordinate technical interfaces between engineering, construction, marine, diving, ROV, survey, welding, coating and pre-commissioning teams.

Review technical issues arising during project execution and coordinate appropriate resolution.

Marine Spread & Offshore Construction

Plan and coordinate the mobilisation, readiness and utilisation of the construction marine spread.

Coordinate vessel, barge, crane, anchor handling and other marine resources required for offshore installation.

Ensure pipe stringing facilities and construction equipment are available, certified and fit for purpose.

Coordinate offshore installation activities, including lifting, rigging, pipe handling, positioning and installation.

Monitor marine and construction operations to ensure compliance with approved procedures and project schedules.

Diving, ROV, Survey & Positioning

Coordinate diving spread and diving personnel requirements for offshore construction activities.

Coordinate ROV operations and ensure availability of suitable equipment and qualified personnel.

Manage survey and positioning activities to ensure accurate installation and positioning of offshore assets.

Ensure survey, ROV and diving activities are properly integrated with the overall installation sequence.

Welding, Coating & NDT

Coordinate welding activities and ensure approved welding procedures and qualified personnel are available.

Ensure required field joint coating activities are properly planned and executed.

Coordinate Non-Destructive Testing (NDT) activities and ensure required inspections are completed in accordance with project specifications.

Ensure welding, coating and NDT documentation and records are properly maintained and submitted as required.

Coordinate rectification of welding, coating and inspection-related defects.

Plan and coordinate qualified manpower required for project execution, including engineers, supervisors, welders, riggers, divers, ROV personnel, surveyors and other specialists.

Ensure all personnel possess the required qualifications, certifications and competencies.

Coordinate the provision of rigging equipment, consumables, construction equipment and other installation aids.

Ensure equipment is properly inspected, certified, maintained and available when required.

Monitor resource utilisation and optimise manpower and equipment deployment.

HSE & Quality

Ensure all project activities comply with Company HSE policies, project HSE plans, applicable legislation and client requirements.

Promote a strong safety culture across onshore and offshore operations.

Ensure risk assessments, method statements, lifting plans, permits and other required HSE documentation are prepared and implemented.

Ensure project activities comply with approved quality plans, inspection and test plans, specifications and applicable standards.

Monitor and address HSE and quality non-conformances and ensure corrective actions are implemented.

Client & Stakeholder Management

Act as the key project representative in dealings with the client and relevant stakeholders.

Attend project, technical, construction and progress meetings.

Provide regular project status updates, including progress, cost, schedule, risks and key issues.

Coordinate with clients, consultants, vessel owners, subcontractors, vendors and regulatory authorities.

Manage project interfaces and ensure timely resolution of issues affecting project delivery.

Commercial & Cost Management

Monitor project expenditure against the approved budget.

Control costs associated with vessels, marine spread, manpower, equipment, subcontractors and offshore activities.

Review and monitor variations, claims and additional work.

Identify potential cost overruns and implement appropriate corrective measures.

Ensure commercial matters are properly documented and escalated to management where required.

Coordinate offshore pre-commissioning activities in accordance with approved procedures and project requirements.

Ensure all required testing, inspection, documentation and punch-list activities are completed.

Coordinate final project documentation, as-built information, inspection records and certification.

Ensure proper handover of completed works to the client.

Conduct project close-out and capture lessons learned for future projects.

Authorities:

Direct and coordinate the PMT, engineering, construction, marine and offshore project teams within the

approved project structure.

Coordinate the mobilisation and utilisation of vessels, marine spread, equipment, manpower and

subcontractors.

Make operational decisions necessary for effective project execution within approved scope, budget

and delegated authority.

Review and approve project documentation within the limits of delegated authority.

Coordinate directly with clients, consultants, vessel owners, subcontractors and vendors on project

matters.

Education:

Bachelor's Degree in Engineering or equivalent technical qualification.

Experience:

Minimum 7 years of experience in the Oil & Gas industry.

Minimum 2 years of experience in a Project Manager / Project Management role or a similar position.

Proven experience in managing projects from planning through execution and close-out.

Experience in offshore operations, vessel coordination and subcontractor management will be an advantage.

Strong understanding of project management principles, engineering processes and oil and gas operations.

Proven experience in offshore installation and construction projects.

Languages:

Proficient in English and Bahasa Malaysia (both written and spoken).
