We are seeking a Public Procurement Senior Buyer with solid expertise in public tender procedures and regulatory frameworks.

Your mission

You will manage public procurement procedures end-to-end, ensuring full compliance with regulatory frameworks while contributing to the optimisation of procurement strategies and supplier performance.

You will work closely with the Public Procurement Manager and internal stakeholders to support the institute’s operational and strategic needs.

What You’ll Do

• Manage end-to-end public tender procedures, from needs definition to contract signing, ensuring compliance with Legislative Decree 36/2023 and internal rules
• Execute procurement activities using digital platforms and ERP systems, including managing subscriptions to CONSIP, NECA and other public frameworks
• Act as the main point of contact for suppliers during tender phases, handling Q&A, documentation and required guarantees
• Ensure full compliance with regulatory frameworks (Public Procurement Code, ANAC) and internal audit and transparency requirements, including administrative checks for contract finalisation
• Collaborate with internal stakeholders to define procurement needs and technical specifications, contributing to the continuous improvement of procurement practices and standard documentation

What you’ll bring

• Bachelor’s degree in Engineering, Economics, Political Science or equivalent experience
• At least 7 years of experience in managing public tenders (open, restricted, negotiated procedures)
• Solid knowledge of Legislative Decree 36/2023
• Strong experience in structuring and evaluating economic offers (Excel or equivalent tools)
• Good command of English

Preferred

• Experience with e-procurement platforms
• Working knowledge of SAP
• Experience in research institutes, universities, or public-sector organisations

Salary

up to €47000+ €2000 welfare (depending on seniority)
