Fondazione Chips-IT cerca un esperto di Public Procurement & Tender per supportare act del PAC e contratti in conformità con la normativa italiana. La posizione è basata a Pavia e richiede la gestione delle procedure, documentazione di gara e atti amministrativi, con possibilità di assunzione a RUP in breve tempo.

Il candidato ideale ha esperienza di pubblico procurement, laurea in discipline affini, buona conoscenza di Excel e piattaforme MEPA/SINTEL, nonché buone competenze linguistiche in

Competenze

• Tracciare e analizzare procedure di appalto pubblico, con precedente esperienza di 10–12 mesi in una stazione appaltante o operatore privato.
• Conoscenza del D.Lgs. 36/2023 e capacità di analisi legale e strategica di bandi.
• Laurea in uno dei campi indicati e buon livello di inglese richiesto.
• Forte predisposizione al lavoro di squadra e ad attività organizzative complesse.

Mansioni

• Supportare le procedure di appalto per lavori, servizi e forniture in conformità al D.Lgs. 36/2023.
• Assistere nella preparazione di documenti di gara, disciplinari, contratti e atti amministrativi.
• Gestire piattaforme di e-procurement (MEPA, Traspare, SINTEL o simili) per pubblicazione gare.
• Fornire supporto operativo al RUP dall’anticipo all’esecuzione.
• Supportare i comitati di gara e la redazione dei verbali ufficiali.
• Monitorare scadenze e documentazione per conformità normativa.

About Fondazione Chips-IT

The Foundation “Italian Center for the Design of Semiconductor Integrated Circuits,” also known as the Chips-IT Foundation, is a nonprofit research and technology organization under the supervision of the Ministries of Industry.

The Foundation is Italy's first RTO (Research and Technology Organization) vertically focused on semiconductor research and stands as a center of excellence in frontier research on semiconductor design, as well as a pivotal center of the Italian semiconductor ecosystem and expertise.

Posizione

Fondazione Chips-IT is seeking a Public Procurement & Tender Specialist to join the Procurement and Contract Management area.

The selected candidate will support the analysis, preparation, and management of public procurement procedures, contracts, and administrative acts in compliance with Italian Public Procurement Law (D.Lgs. 36/2023 – Codice dei Contratti Pubblici).

The role involves close collaboration with internal departments and the RUP (Responsabile Unico del Progetto), with the expectation that the candidate will assume the RUP role in the short term. This position offers the opportunity to grow professionally in a structured and international research environment, contributing to the correct management of tender and contract activities across the Foundation.

This position is based in Pavia, with interaction with all Fondazione Chips-IT operational units.

Key Responsibilities

• Public Procurement Support: Support public procurement procedures for works, services, and supplies in compliance with D.Lgs. 36/2023
• Tender Documentation: Assist in the preparation of tender documentation, including determine a contrarre, disciplinari di gara, contracts, and administrative acts
• E-Procurement Platforms: Operate e-procurement platforms (MEPA, Traspare, SINTEL or similar) for tender publication and document management
• RUP Support: Provide operational support to the RUP throughout procurement phases, from planning to execution
• Tender Committees: Support tender committees and assist in the preparation of official minutes
• Compliance & Monitoring: Monitor deadlines and documentation to ensure regulatory compliance and proper contract management

Requisiti

• Experience: Proven track record (minimum 10–12 months) in public procurement, gained within a Contracting Authority (Stazione Appaltante) or a Private Operator
• Legal Expertise: Good knowledge of the Italian Public Procurement Code (D.Lgs. 36/2023) and aptitude for legal and strategic analysis of tenders
• Education: Degree in Law, Economics, Political Science, or a related field
• Tools & Languages: Native-level Italian and good proficiency in English; advanced command of Microsoft Office 365 (especially Excel) and familiarity with e-procurement platforms (MEPA, Traspare, SINTEL or similar)

Belonging to Protected Categories (Art. 1/18 Law 68/99) will be considered a plus.

In conformità con le normative vigenti, il range retributivo lordo annuo previsto per questa posizione è compreso tra Euro 35.000,00 e 50.000,00. L'ampiezza del range è finalizzata a valutare candidature con diversi livelli di seniority; l'offerta finale sarà strettamente commisurata all'effettiva esperienza e alle competenze del candidato, e sarà integrata dai benefit aziendali previsti per il ruolo. Si valutano anche contratti stage.

In accordance with applicable regulations, the gross annual salary range for this position is between €35,000 and €50,000. The breadth of this range reflects our intention to consider candidates with different levels of seniority; the final offer will be commensurate with the candidate’s actual experience and qualifications and will be complemented by the benefits package associated with the role.
