Job Summary

We are looking for an experienced Business Development Manager with 13+ years of experience in the Infrastructure / Construction / EPC industry, specifically in tendering and bidding for highways, roads, and road transport construction projects. The candidate will be responsible for managing the end-to-end tendering process, identifying new business opportunities, and ensuring timely and accurate bid submissions.

Key Responsibilities

• Identify and track new highway, road construction, infrastructure, EPC, government, and private-sector tender opportunities.
• Manage the end-to-end tendering and bidding process, from tender identification and document review to final submission.
• Review tender documents, RFPs, RFQs, BOQs, technical specifications, eligibility criteria, and contract conditions.
• Coordinate with Technical, Estimation, Commercial, Finance, Legal, Procurement, and Project teams for tender preparation.
• Coordinate pre-bid meetings, site visits, tender queries, and clarifications with clients and consultants.
• Ensure timely preparation and submission of technical, commercial, financial, and statutory documents.
• Coordinate cost estimation, rate analysis, pricing, and commercial proposals with the concerned teams.
• Maintain and monitor the tender pipeline, bid submission status, and business opportunities.
• Develop and maintain relationships with clients, government departments, highway authorities, consultants, contractors, and other key stakeholders.
• Track tender results, participate in post-bid clarifications, and support commercial negotiations.
• Follow up on LOI/LOA, work orders, and contract awards.
• Monitor market trends, upcoming highway and road projects, and competitor activities to identify new business opportunities.
• Prepare regular tendering and business development reports for management.

Required Skills

• Strong experience in highway and road construction tendering and bidding.
• Extensive knowledge of Infrastructure / Construction / EPC projects.
• Expertise in end-to-end tender management and bid preparation.
• Good understanding of tender documents, BOQ, RFP/RFQ, cost estimation, rate analysis, and commercial terms.
• Strong coordination, negotiation, and client relationship management skills.
• Excellent communication, analytical, documentation, and follow-up skills.
• Ability to manage multiple tenders and meet strict submission deadlines.
• Proficiency in MS Excel, Word, and PowerPoint.

Experience

10+ years of relevant experience in Business Development, Tendering, Bid Management, or Commercial functions within the Infrastructure / Construction / EPC industry.

Mandatory Requirement

Candidates must have hands-on experience in tendering and bidding for highways, roads, and road transport construction projects.

Preferred Candidates

Candidates with experience in large-scale highway and road infrastructure projects, government tenders, and end-to-end tender coordination will be preferred.
