Job summary

TECHNOCRAFT VENTURES LIMITED is seeking a Billing Engineer to manage government client billing for sewerage and STP projects under AMRUT 2.0 and NMCG programs. You will ensure accurate financial documentation and timely submissions from project sites.

The role requires coordinating with project teams, handling RA/running/final bills, certifications, and subcontractor payments, with strong Excel and ERP skills for reconciliation and reporting.

Qualifications

• B.E./B.Tech in Civil Engineering preferred; Diploma acceptable.
• Experience in billing/commercial functions in EPC/Infrastructure projects.
• Exposure to AMRUT 2.0 and/or NMCG government billing procedures preferred.
• Strong understanding of EPC contracts, BOQ structures and invoicing.
• Proficient in MS Excel and ERP-based billing processes.
• Ability to read civil drawings, measurements and technical specs.
• Familiarity with AMRUT 2.0 and NMCG guidelines is a plus.
• Excellent coordination and accuracy in financial documentation.
• Detail-oriented with proactive problem-solving in billing.

Responsibilities

• Prepare and submit RA bills, running bills, and final bills per contract terms and government procedures.
• Coordinate with Project Manager and Execution teams to raise bills and obtain certifications.
• Follow up with government authorities for bill certification and payment approvals.
• Maintain comprehensive billing records, abstracts, and reconciliation statements.
• Prepare variation orders, deviation statements, and extra item calculations as required.
• Process subcontractor bills including verification and payments.
• Analyze measurements of work and reconcile against BOQ and drawings.
• Support claims, escalation calculations, and project cash flow management.
• Coordinate with consultants and clients for bill approvals and queries.

Position Overview

The Billing Engineer will manage all billing operations for government clients and subcontractors in sewerage network and sewage treatment plant projects under AMRUT 2.0 and NMCG (Namami Gange) programs, ensuring accurate and timely financial documentation through systematic reconciliation of materials and executed work across project sites.

Roles and Responsibilities

Client Billing & Documentation

• Prepare and submit RA bills, running bills, and final bills in accordance with contract terms, CPHEEO manual, and government procedures for sewerage and STP projects based on data received from site engineers and recorded by data engineers
• Coordinate with Project Manager and Project Execution teams to ensure timely raising of client bills and obtaining certifications
• Follow up with government authorities for bill certification and payment approvals
• Maintain comprehensive billing records, abstracts, and reconciliation statements
• Prepare variation orders, deviation statements, and extra item calculations as required as per approved design and drawing

Subcontractor Management

• Process subcontractor bills including verification against work executed and contract terms
• Certify subcontractor payments and coordinate payment processing timelines
• Maintain subcontractor billing records and payment tracking

Measurement & Reconciliation

• Analyze measurements of work executed based on data from site engineers and records maintained by data engineers at head office
• Verify executed work against BOQ, technical drawings, and contract specifications for sewerage networks and treatment plants
• Conduct material reconciliation between store issues and actual site consumption/execution
• Identify and document discrepancies for resolution

Financial Coordination

• Support claims preparation, escalation calculations, and price adjustment computations
• Assist in project cash flow management and cost control activities
• Coordinate with consultants and clients for bill approvals, queries, and clarifications

Required Qualifications

Education

• B.E./B.Tech in Civil Engineering (preferred)
• Diploma in Civil Engineering (acceptable)

Experience

• Relevant experience in billing/commercial functions within EPC/Infrastructure/Construction projects for wastewater/water projects
• Prior exposure to government contract billing procedures, particularly AMRUT 2.0 and/or NMCG projects, preferred

Technical Skills

• Strong understanding of EPC contracts, BOQ structures, and billing procedures
• Proficiency in MS Excel (advanced functions, data analysis)
• Experience with billing formats and ERP systems
• Ability to read and interpret civil engineering drawings, measurements, and technical specifications for sewerage networks and STPs
• Familiarity with AMRUT 2.0 and NMCG guidelines and procedures preferred
