Job Title: Billing Engineer (Civil STP/WTP Projects)

Role Overview

The Billing Engineer is responsible for preparing, verifying, and managing all project billing activities, including client billing, subcontractor billing, and quantity tracking for STP/WTP construction projects. The role ensures accurate measurement, documentation, and timely certification of work completed.

Key Responsibilities

1. Quantity Surveying & Measurement

• Take off quantities from drawings (civil, structural, piping).
• Prepare BOQ (Bill of Quantities) and compare with tender quantities.
• Perform site measurements and maintain measurement records (MB).
• Track executed quantities vs planned quantities.

2. Client Billing

• Prepare RA (Running Account) bills as per contract terms.
• Ensure all supporting documents (measurements, abstracts, drawings) are attached.
• Coordinate with client/consultant for bill verification and certification.
• Follow up for approvals and payments.

3. Subcontractor Billing

• Verify subcontractor/vendor bills based on site measurements.
• Ensure work completion matches claimed quantities.
• Process bills as per agreed rates and contract conditions.

4. Rate Analysis & Variations

• Prepare rate analysis for extra/non-BOQ items.
• Handle variation orders and additional claims.
• Maintain records for deviations and scope changes.

5. Documentation & Records

• Maintain billing registers, measurement sheets, and abstracts.
• Track billing status, payments received, and outstanding amounts.
• Maintain proper filing of drawings, approvals, and correspondences.

6. Coordination

• Coordinate with:
  • Site engineers for measurements
  • Planning team for progress tracking
  • Accounts team for invoice processing
  • Client/consultant for approvals

7. Cost Monitoring

• Assist in cost control by tracking quantities and billing vs budget.
• Identify discrepancies between executed work and billed quantities.

Required Skills

• Strong knowledge of civil drawings and quantity take-off
• Understanding of STP/WTP components (tanks, pipelines, clarifiers, etc.)
• Familiarity with IS codes and construction standards
• Proficiency in: Microsoft Excel, AutoCAD
• Good analytical and documentation skills
• Strong communication and coordination ability

Qualifications

• B.E./B.Tech or Diploma in Civil Engineering
• 5 - 8 years of experience in billing/quantity surveying
• Experience in STP/WTP or infrastructure projects preferred
