Job summary

Shri Balaji Construction in India is seeking a Billing Engineer to manage running account bills, final bills, and interim bills in line with contract terms and government norms. You will verify site measurements per CPWD MB practices, reconcile quantities with BOQ estimates, and coordinate with engineers and clients for joint measurements and bill certification.

The role requires 6-10 years of billing experience in construction, EPC, or PMC, plus CPWD/SSR knowledge and strong Excel skills.

Qualifications

• Diploma / B.Tech in Civil Engineering (or equivalent).
• 6-10 years of billing experience in a construction company, EPC contractor, or PMC.
• Prior hands-on experience with billing for AAI, CPWD, MES, PWD, or other government/PSU projects is mandatory.
• In-depth knowledge of CPWD measurement norms, specifications, and SSR/DSR.
• Strong MS Excel skills (formulas, pivot tables, reconciliation sheets, MIS reporting).
• Familiarity with CPWD e-measurement book systems or similar billing software is an advantage.
• Understanding of contract documents, BOQ, tender conditions, and variation/claim procedures.
• Willingness to travel to project sites as needed.

Responsibilities

• Prepare, check, and process Running Account (RA) bills, final bills, and interim bills as per contract terms and government norms.
• Conduct or verify site measurements in line with CPWD specifications and Standard MB practices.
• Reconcile quantities executed against BOQ/estimates and flag variations or deviations.
• Prepare and process variation/extra item statements, rate analysis for non-tendered items, and escalation claims.
• Coordinate with site engineers, project managers, and clients for joint measurements and bill certification.
• Maintain billing records, MB entries, and supporting documentation for audit and client review.
• Track running bill submissions, payment status, and follow up on outstanding certifications with client departments.
• Ensure compliance with contract clauses, GST/TDS provisions, security deposit and retention money calculations.
• Assist in preparing claims, arbitration/dispute documentation, and responses to client queries on measurement or billing discrepancies.
• Maintain and update billing trackers, MIS reports, and reconciliation statements in Excel.
• Travel to project sites as required for joint measurements, bill verification, and client coordination.

• Strong working knowledge of MS Excel (formulas, pivot tables, reconciliation sheets, MIS reporting)
• Familiarity with billing software (e.g., CPWD's e-measurement book systems, or similar) is an advantage
• Understanding of contract documents, BOQ, tender conditions, and variation/claim procedures
