Role Description We are looking for an experienced and detail-oriented Billing Engineer to handle project billing, quantity estimation, measurement, subcontractor bills, client billing, and commercial documentation. The candidate will be responsible for ensuring accurate measurement and timely submission of bills while coordinating closely with the site execution and commercial teams.

Key Responsibilities1. Quantity & Measurement

• Prepare and verify BOQ quantities based on drawings and site measurements.
• Take accurate measurements of completed civil and finishing works.
• Prepare Measurement Sheets / Measurement Books (MB).
• Verify quantities executed at site against approved drawings and BOQ.
• Identify and record variations, extra items, and deviations from the BOQ.

Client Billing

• Prepare Running Account (RA) Bills and final bills as per contractual terms.
• Prepare detailed Abstract Sheets, Quantity Sheets, and Billing Statements.
• Ensure bills are supported by proper measurements, drawings, test reports, and other required documents.
• Coordinate with the client/consultant for bill certification and approval.
• Track submitted, certified, and outstanding bills.

Subcontractor Billing

• Check and certify subcontractor bills based on actual site measurements.
• Verify work quantities, rates, deductions, and recoveries.
• Check subcontractor bills against work orders / agreements.
• Coordinate with site engineers and subcontractors regarding measurement discrepancies.
• Maintain records of subcontractor bills, advances, retention, and recoveries.

Rate & Contract Management

• Review BOQ, Work Orders, Contracts, and Rate Analysis.
• Prepare rate analysis for extra and substituted items.
• Assist in preparation of variation statements and deviation statements.
• Monitor quantities and financial impact of changes in scope.
• Ensure billing is carried out according to contractual terms and approved rates.

Site Coordination

• Coordinate with Project Manager, Site Engineers, Planning, QS, Purchase, Accounts, and Commercial Teams.
• Regularly visit the site to verify actual progress and measurements.
• Ensure proper documentation of completed works before billing.
• Follow up with execution teams for pending measurements and billing documents.

Documentation & MIS

• Maintain proper records of:

• Measurement Sheets
• BOQ
• Extra Items
• Variation Statements
• Subcontractor Bills
• Work Orders
• Client Certifications
• Bill Tracking Statements
• Prepare weekly/monthly billing and quantity MIS reports.
• Maintain updated records of billed, certified, and balance quantities.
• Support project management in monitoring project cost and billing status.

Required Skills

• Strong knowledge of Civil Construction Billing & Quantity Surveying.
• Good understanding of BOQ, BBS, Rate Analysis, Measurements, RA Bills, and Final Bills.
• Knowledge of IS codes, construction practices, and standard measurement methods.
• Good knowledge of Excel and MS Office.
• Knowledge of AutoCAD for drawing and quantity verification.
• Ability to read and understand civil, architectural, and structural drawings.
• Strong analytical and numerical skills.
• Good coordination and communication skills.
• Strong attention to detail and documentation skills.

B.Tech / B.E. / Diploma in Civil Engineering from a recognized institution.

4–6 years of relevant experience in billing/QS/commercial activities with a construction, real estate, infrastructure, or contracting company.

Experience in residential/commercial building projects will be an advantage
