Job summary

Lohia Constructions is seeking an experienced Quantity Surveyor with a focus on client billing, RA/ final bills, and contract management for civil construction projects in Nagpur. You will verify quantities, prepare MBs/DMRs, and coordinate with site and accounts teams to ensure timely bill submission and payment realization.

The role requires Diploma/B.E./B.Tech in Civil Engineering, strong MS Excel skills, and knowledge of government contract billing, BOQs, and measurement procedures.

Qualifications

• Experience in quantity surveying and billing for civil construction projects.
• Knowledge of government contract billing, RA bills, final bills, MBs and DMRs.
• Proficient in MS Excel and billing statement preparation.
• Ability to interpret civil drawings, specifications and contract conditions.

Responsibilities

• Prepare and submit RA Bills and final bills to government departments, clients and consultants.
• Prepare bills from approved BOQs, work orders and actual quantities with supporting MBs and DMRs.
• Track bill submission, certification and payment realization.
• Verify quantities against drawings and BOQs and maintain measurement sheets and reconciliation statements.
• Prepare quantity variation statements, rate analyses and documentation for extra items and deviations.
• Coordinate with Accounts for bill booking, payment processing and MIS and maintain billing data in ERP.

Job description

Role & responsibilities

1. Client Billing and RA Bills

• Prepare and submit Running Account (RA) Bills and final bills to government departments, clients and consultants.
• Prepare bills based on approved BOQs, work orders, contractual rates and actual executed quantities.
• Ensure bills are supported by Measurement Books (MBs), Detailed Measurement Records (DMRs), site measurements and other required documents.
• Track bill submission, certification, deductions, approval status and payment realization.
• Follow up with client departments and consultants for bill certification and processing.

2. Quantity Surveying and Measurements

• Verify quantities executed at site against approved drawings, BOQs and contractual specifications.
• Prepare and maintain measurement sheets, quantity abstracts and reconciliation statements.
• Coordinate with site engineers for daily and periodic measurements.
• Verify quantities recorded in MBs and identify discrepancies before bill submission.
• Calculate quantities for civil works, including earthwork, concrete, masonry, roads, buildings and other applicable project activities.

3. BOQ and Contract Management

• Review BOQs, tender schedules, work orders, specifications and contract conditions.
• Monitor item-wise quantities against BOQ provisions and actual execution.
• Identify excess quantities, deviations, extra items and non-BOQ items.
• Prepare quantity variation statements, rate analysis and supporting documentation for extra items and deviation approvals.
• Maintain records of contractual provisions, approved rates and applicable recoveries.

4. Subcontractor and Vendor Billing

• Verify subcontractor bills against actual work executed, approved rates, measurements and work orders.
• Check quantities, advances, recoveries, retention money and other contractual deductions.
• Reconcile subcontractor bills with client-certified quantities wherever applicable.
• Coordinate with the Accounts Department for bill booking, payment processing and reconciliation.

5. Project Costing and Reconciliation

• Prepare material consumption and quantity reconciliation statements, wherever applicable.
• Monitor item-wise quantities and billing progress against project estimates.
• Assist in identifying quantity overruns, unbilled work and potential revenue leakages.
• Coordinate with site and finance teams for project cost tracking and billing-related MIS.

6. Documentation and Coordination

• Maintain project-wise records of BOQs, MBs, RA bills, final bills, approved drawings, work orders and client certifications.
• Coordinate with project managers, site engineers, consultants, client departments and the Accounts Department.
• Ensure timely submission of billing documents and compliance with applicable departmental billing procedures.
• Maintain accurate and updated billing data in Excel and the company's ERP/accounting systems, as applicable.

Preferred candidate profile

• Diploma / B.E. / B.Tech. in Civil Engineering.
• Relevant experience in quantity surveying and billing for civil construction projects.
• Practical knowledge of government contract billing, RA bills, final bills, MBs, DMRs, BOQs and contract measurements.
• Good command of MS Excel and preparation of billing statements.
• Ability to interpret civil drawings, specifications and contract conditions.
• Experience with PWD, municipal corporations, government departments or infrastructure projects will be preferred.
