Job summary

Quazar Infrastructure in India seeks an experienced Billing Engineer with 5-8 years on government building construction projects. You will manage client and subcontractor billing, MBs, BOQ reconciliation, rate analyses and RA bills.

You will independently handle billing activities, track payments and ensure compliance with CPWD/PWD/PSU procedures across multiple projects in Himachal Pradesh. MS Excel skills are essential.

Qualifications

• Experience in government building projects is preferred.
• Independent handling of billing activities and handover of projects.
• Strong hands-on experience in client and subcontractor billing, quantity measurement and RA bills.

Responsibilities

• Prepare and submit Client RA Bills as per contract conditions, BOQ and drawings.
• Prepare and verify Subcontractor Bills based on actual site measurements and work executed.
• Maintain Measurement Books (MBs) and ensure proper recording of measurements.
• Take joint measurements with client/consultant and maintain supporting documents.
• Check quantities against BOQ, drawings and site measurements.
• Prepare quantity take-offs, abstract sheets and reconciliation statements.
• Prepare and verify Extra Items, Deviation Statements and Variation Orders.
• Assist in preparation of Rate Analysis for extra/deviation items.
• Monitor and reconcile material consumption and quantities against BOQ.
• Prepare monthly billing statements and billing forecasts.
• Coordinate with Project Manager, Planning, QS, Site Engineers, Subcontractors and Client/Consultant for billing matters.
• Ensure bills are prepared per contract conditions and CPWD/PWD/PSU procedures and applicable SORs.
• Maintain records of RA Bills, MBs, measurements, approvals, deductions and payments.
• Verify subcontractor measurements and bills before processing for payment.
• Track client bill submission, certification and payment status.
• Support project team in final billing, reconciliation and project handover.
• Handle billing documentation required for audits and client verification.

Job description

We are looking for an experienced Billing Engineer with 5-8 years of relevant experience in Government Building Construction Projects. The candidate should have strong hands‑on experience in client billing, subcontractor billing, quantity measurement, BOQ reconciliation, rate analysis, and preparation of RA Bills.

Candidates with experience in projects executed for CPWD, NBCC, State PWDs, Government Departments, PSUs, or other government organizations will be preferred.

The candidate must have independently handled billing activities and should have been involved in the successful completion and handover of at least 2 building projects.

• Support the project team in final billing, reconciliation, completion documentation and project handover.
• Handle billing documentation required for audit and client verification.

Preferred candidate profile

Candidates who have worked on *large-scale institutional, commercial, residential, educational, hospital, office, campus or other government building projects* will be preferred.

Experience with *EPC/PMC/General Contractor/Subcontractor organizations* handling government building projects will be an added advantage.
