Job summary

Ani Integrated Services Ltd is seeking an experienced Senior Billing Engineer to manage project billing, quantity measurements, subcontractor billing, client certifications, and commercial documentation for construction projects.

The role requires strong knowledge of BOQs, contracts, billing procedures, and coordination with project and commercial teams. Responsibilities include RA billing, subcontractor verification, site measurements, rate analysis, and timely documentation.

Qualifications

• Bachelor's or Diploma in Engineering or related field.
• Minimum 5 years in billing/quantity surveying, RA billing and final accounts.
• Understanding of construction contracts, drawings, and billing procedures.
• Proficient in MS Excel and construction billing/QS software.
• Experience with AutoCAD and ERP systems is an advantage.
• Strong analytical, documentation, coordination, and communication skills.

Responsibilities

• Prepare and submit RA bills based on site measurements and contract terms.
• Prepare and verify subcontractor and vendor bills with quantity/rate reconciliation.
• Take and verify site measurements for civil, structural, MEP works.
• Prepare BOQ, quantity take-offs, rate analysis, measurement sheets, and billing abstracts.
• Ensure bills comply with drawings, BOQ items, contracts, and approved rates.
• Coordinate with the Project Manager, Site Engineers, QS/Commercial Team for timely billing.
• Track work vs BOQ quantities and identify variations and cost implications.
• Prepare extra items, deviation statements, variation orders, and rate approvals.
• Maintain records of certified quantities, bills, deductions, and payments.
• Review drawings and specs to ensure accurate quantity measurement.
• Assist in monthly billing forecasts and cash-flow projections.
• Reconcile client-certified quantities with site records and progress.
• Support reconciliation of major construction materials as required.
• Prepare responses to client/consultant queries on measurements and billing.
• Maintain documentation and filing of measurement books, inspections, approvals, and supports.
• Support project close-out during final accounts.
• Identify billing discrepancies and minimize revenue leakage.

We are seeking an experienced Senior Billing Engineer to manage project billing, quantity measurements, subcontractor billing, client certifications, and commercial documentation for construction projects. The role requires strong knowledge of construction quantities, BOQs, contracts, billing procedures, and coordination with project and commercial teams.

Key Responsibilities

• Prepare and submit client RA bills / interim payment applications based on actual site measurements and contract terms.
• Prepare and verify subcontractor and vendor bills , including reconciliation of quantities and rates.
• Take and verify site measurements for civil, structural, architectural, MEP, and other construction works as applicable.
• Prepare BOQ, quantity take-offs, rate analysis, measurement sheets, and billing abstracts .
• Ensure all bills comply with approved drawings, specifications, BOQ items, contracts, and approved rates.
• Coordinate with the Project Manager, Site Engineers, QS/Commercial Team, Planning Team, and Accounts Department for timely billing and certification.
• Track work executed vs. BOQ quantities and identify variations, excess quantities, and potential cost impacts.
• Prepare documentation for extra items, deviation statements, variation orders, and rate approvals .
• Maintain records of certified quantities, submitted bills, deductions, retention, advances, recoveries, and payments.
• Review drawings and specifications to ensure accurate quantity measurement and billing.
• Assist in preparation of monthly billing forecasts and cash-flow projections .
• Reconcile client-certified quantities with site records and project progress.
• Monitor material reconciliation and support reconciliation of major construction materials where required.
• Prepare responses to client/consultant queries related to measurements and billing.
• Ensure proper documentation and filing of measurement books, inspection records, approvals, and supporting documents.
• Support project commercial teams during final account preparation and project close-out .
• Identify billing discrepancies and ensure timely resolution to minimize revenue leakage.

Required Qualifications

• Bachelor's/Diploma degree in Engineering, or a related field .
• Minimum 5years of experience in billing/quantity surveying, pre measurements, RA billing, subcontractor billing, and final accounts .
• Good understanding of construction contracts, specifications, drawings, and billing procedures.
• Proficiency in MS Excel and construction billing/QS software.
• Experience with AutoCAD and ERP systems is an advantage.
• Strong analytical, documentation, coordination, and communication skills.
