Job summary

RS Infra Projects is seeking an experienced Tendering professional to drive end-to-end bidding for railway infrastructure projects. You will identify opportunities, prepare technical and commercial submissions, and coordinate with Engineering, Projects, Planning, Procurement, Finance, and Legal teams.

You will ensure compliance with tender conditions and company policies. Ideal candidates have 5–8 years in tendering for railway or related infrastructure, with strong knowledge of e-procurement

Qualifications

• Bachelors degree in Civil/Electrical/Mechanical or relevant discipline.
• MBA/PG Diploma in Project Management adds advantage.
• 5–8 years of tendering experience, preferably in railway projects.

Responsibilities

• Tender Identification and Evaluation: monitor opportunities, review notifications, assess eligibility, prepare bid analysis.
• Tender Preparation: compile technical/commercial documents, coordinate with internal teams, ensure required documents included.
• Technical & Commercial Coordination: review BOQ/drawings, input estimation, support pricing, ensure compliance.
• E-Tendering: manage online submissions, upload documents, keep tender records.
• Pre-Bid Activities: prepare queries, coordinate pre-bid meetings, track amendments/clarifications.
• Post-Tender Activities: submit additional docs, track tender status, coordinate handover with project teams.
• Documentation & MIS: maintain tender database, produce MIS/reports, retain eligibility docs.

Job description

Role & responsibilities

1. Tender Identification and Evaluation

• Monitor and identify relevant tender opportunities from Railway authorities and other government organizations.
• Review tender notifications and assess eligibility criteria.
• Analyze tender documents, including technical specifications, scope of work, commercial terms, and contractual conditions.
• Prepare bid/no-bid analysis in coordination with management.

2. Tender Preparation

• Prepare and compile technical and commercial tender documents.
• Coordinate with Engineering, Projects, Planning, Procurement, Finance, Legal, and other internal departments for required inputs.
• Ensure all required documents, certificates, credentials, and supporting documents are included in the bid.
• Prepare compliance statements as per tender requirements.

3. Technical & Commercial Coordination

• Review BOQ, drawings, specifications, and scope of work.
• Coordinate for estimation and costing inputs.
• Support the preparation of commercial offers and pricing.
• Ensure compliance with tender conditions and company policies.

4. E-Tendering

• Handle online tender submission through relevant e-procurement portals.
• Ensure timely uploading and submission of all technical and commercial documents.
• Maintain proper records of tender submissions and acknowledgements.

5. Pre-Bid Activities

• Prepare queries and clarifications related to tender documents.
• Coordinate for participation in pre-bid meetings.
• Track amendments, and clarifications issued by the client.

6. Post-Tender Activities

• Coordinate for submission of additional documents and clarifications.
• Maintain a tracker for submitted tenders and their status.
• Coordinate with relevant departments after award of the project for smooth handover.

7. Documentation & MIS

• Maintain a database of tenders, submissions, results, and competitors.
• Prepare regular MIS and tender status reports for management.
• Maintain records of Railway credentials, completion certificates, and other eligibility documents.

Required Knowledge & Skills

• Good understanding of Railway/Railway Infrastructure tendering processes.
• Knowledge of government and e-procurement portals.
• Understanding of technical specifications, BOQ, and commercial terms.
• Knowledge of EPC contracts and tender documentation.
• Strong coordination and stakeholder management skills.
• Proficiency in MS Excel, Word, and PowerPoint.

Qualification

Bachelors Degree in Engineering (Civil/Electrical/Mechanical) or relevant discipline.

MBA/PG Diploma in Project Management or Business Management will be an added advantage.

Experience

5-8 years of relevant experience in Tendering, preferably in Railway/Railway Infrastructure projects.

Preferred Experience

Experience in handling tenders related to organizations such as Indian Railways, RVNL, DFCCIL, RITES, IRCON, Metro Rail, and other Railway infrastructure organizations will be preferred.
