Job summary

PT Seagull Cooling Tower, an Indonesian subsidiary of a global cooling tower manufacturer, seeks an HR Manager (Mandarin Speaker) to oversee HR operations in Jakarta. You will manage hiring, payroll, HRIS, and policy implementation while ensuring compliance with labor laws and strategic alignment with business goals.

You will lead training programs, performance evaluations, and budget planning, acting as a bridge between management and staff to foster a positive workplace culture.

Qualifications

• Bachelor’s degree in Psychology, HRM, BA or related field.
• 5+ years in HR with ≥3 years in supervisory/managerial role.
• Strong understanding of HR functions, labor regulations, and best practices.
• Advanced MS Excel (VLOOKUP, PivotTables) and PowerPoint for exec reporting.
• Fluent in English (written and spoken).
• Leadership, communication, conflict resolution, data-driven decision-making, labor law knowledge.
• HR certifications are a plus.

Responsibilities

• Handle general HR operations comprehensively.
• Oversee hiring from staffing needs to onboarding.
• Develop and implement HR policies, SOPs, and HRIS management.
• Manage payroll systems and design competitive compensation packages.
• Identify skill gaps and design training programs.
• Deploy performance evaluation frameworks and KPIs; conduct appraisals.
• Bridge management and employees; resolve workplace conflicts.
• Plan, monitor, and control the HR annual budget.
• Ensure compliance with regional employment laws and regulations.
• Provide internal strategic HR consultancy to leadership.
