We are seeking an experienced and strategic HR Manager to lead the development and implementation of our Human Resources function at Head Office and ensure effective alignment with our factory operations.

Industrial Relations: Oversee employee and industrial relations across the organization, including engagement with labor unions, PUK (Pimpinan Unit Kerja), and SPSI (Serikat Pekerja Seluruh Indonesia), working in coordination with the factory HRD team as required. Build constructive relationships while protecting the company's legitimate interests and ensuring compliance with applicable labor regulations.
Employee Relations & Conflict Resolution: Handle employee grievances, workplace conflicts, disciplinary matters, and sensitive HR issues fairly, professionally, and consistently.
Performance Management: Establish effective performance appraisal systems, KPI frameworks, employee development plans, and accountability mechanisms.
Talent Acquisition & Development: Oversee recruitment planning, succession planning, talent development, and workforce capability building.
Compensation & Benefits: Review salary structures, benefits, job grading, and compensation practices to support internal fairness and market competitiveness.
HR Administration & Systems: Oversee payroll administration, attendance, leave, and employee data management — including BPJS Kesehatan, BPJS Ketenagakerjaan, and PPh 21 coordination — and ensure HR records are accurately maintained and kept up to date within the company's HRIS.
Labor Law & HR Compliance: Ensure compliance with Indonesian labor laws and regulations, company policies, and applicable employment requirements — including Peraturan Perusahaan (PP) or Perjanjian Kerja Bersama (PKB), PKWT/PKWTT employment contracts, mandatory manpower reporting (WLKP), and liaison with Disnaker and other relevant authorities.
Management Advisory: Provide objective, data-driven recommendations to Management on workforce planning, organizational effectiveness, employee matters, and HR-related risks.
HR Reporting & Continuous Improvement: Monitor key HR indicators, identify organizational issues, and recommend practical improvements to enhance productivity, employee accountability, and operational effectiveness.
Bachelor's degree in Human Resources Management, Psychology, Law, Business Administration, or a related field.
Minimum 5 years of progressive HR experience, with at least 3 years in a managerial or leadership position.
Experience in industrial relations and labor union engagement, preferably within manufacturing, steel, heavy industry, or other labor-intensive environments.
Practical knowledge of Indonesian labor laws, employment regulations, disciplinary procedures, and dispute resolution.
Hands-on experience with HRIS and HR management software for payroll, attendance, leave, and employee data administration. Prior experience with Talenta (Mekari) is a distinct advantage.
Demonstrated experience in organizational design, job analysis, job description development, performance management, and HR policy implementation.
Strong leadership, analytical thinking, negotiation, and problem-solving skills.
High integrity, professionalism, independence, and the ability to exercise sound judgment in sensitive or high-pressure situations.
Able to communicate effectively with employees at all levels, department heads, senior Management, and external stakeholders.
Proficient in Bahasa Indonesia and English, both written and spoken.
Able to work primarily at Head Office in Central Jakarta and travel to the Tangerang factory as required.
Experience building or strengthening an HR function in an organization where HR practices need greater structure and consistency.
Experience digitalising HR processes — implementing or migrating to an HRIS, standardising employee data, and automating payroll, attendance, and leave workflows.
A balanced approach to employee relations: firm on principles, fair in handling people, and practical in resolving issues.
Ability to maintain professional independence, handle sensitive matters discreetly, and make decisions based on facts, company policies, applicable regulations, and business priorities.
