Job summary

Chu Hai College of Higher Education in Hong Kong seeks a Senior Human Resources Manager to lead college-level HR strategies, workforce planning and governance. You will oversee talent review, succession planning, and manpower deployment while guiding recruitment governance and policy frameworks.

The role requires strong stakeholder management, project leadership, and knowledge of HK labour ordinances. Fluency in English and Chinese is essential for extensive committee work and documentation.

Qualifications

• A recognised bachelor’s degree in Human Resource Management, Business Administration or related disciplines; a master’s degree is preferred.
• A minimum of 8 years of comprehensive human-resources management experience. Experience in the HK higher-education sector is advantageous.
• In-depth knowledge of HK labour ordinances including the Employment Ordinance, Personal Data (Privacy) Ordinance and MPF requirements; familiarity with governance in tertiary institutions.
• Proven capability in HR strategy formulation, talent review, succession planning and policy framework development.
• Excellent stakeholder-management, project-management, analytical judgement and risk-management skills; handle sensitive labour-relations issues.

Responsibilities

• Formulate and deliver college-level HR strategies and workforce planning.
• Lead talent review and succession planning; oversee staff promotion governance.
• Oversee manpower planning, headcount control, and deployment.
• Lead overall recruitment management and interview governance.
• Review and promulgate HR policies; partner with ITG on HR initiatives.
• Manage work injury cases and labour-relations risk escalation.
• Lead disciplinary investigations and actions; prepare PVP/ SMT papers.
• Prepare HR analytics reports and committee documentation.
• Oversee HR priority projects and delivery of HR deliverables.
