Job Overview
The Senior Manager, Human Resources will spearhead the organization’s talent agenda and build a scalable HR foundation to fuel corporate growth. Managing end-to-end HR functions—including talent acquisition, C&B, performance management, employee engagement, and organizational development—this role serves as a strategic partner to senior leadership in cultivating a high-performing, future-ready workforce.
Core Responsibilities
Strategic HR Leadership & Organization Design
- Formulate and execute HR strategies that align with business objectives and long-term corporate growth.
- Partner with senior executives on strategic workforce planning, organization design, and change management.
- Drive the digital transformation of HR operations through the adoption of modern HRIS solutions.
Talent Management & Development
- Design and execute end-to-end talent acquisition strategies to secure and retain top-tier talent.
- Establish robust performance management, talent development, and succession planning frameworks.
- Oversee learning and development initiatives to enhance leadership capabilities and employee skills.
Governance, Compensation & Culture
- Direct compensation and benefits programs, including market benchmarking, salary reviews, and reward structures.
- Standardize HR policies, procedures, and governance frameworks to ensure strict compliance with Hong Kong employment laws and industry best practices.
- Champion culture-building and employee relations initiatives to foster an inclusive, high-performing workspace.
Candidate Requirements
Qualifications & Experience
- Education: Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
- Experience: Minimum 12 years of progressive HR experience, with well-rounded exposure to talent acquisition, HRBP functions, C&B, employee relations, and organizational development.
- Industry Background: Experience within the public sector, statutory/quasi-government bodies, large corporations, or fast-growing companies is highly preferred.
- Track Record: Proven success in building HR frameworks from scratch and driving organizational transformation.

- Expertise: Deep knowledge of Hong Kong employment legislation and modern HR practices.
- Leadership: Exceptional stakeholder management, communication, and influencing skills to partner effectively with senior leadership.
- Traits: Proactive, highly adaptable, and thriving in dynamic environments.
- Languages: Full fluency in written and spoken English and Chinese (including Cantonese and Mandarin).
