HT CAPITAL (HK) LIMITED seeks an HR Manager/Officer for its Hong Kong Operations Centre to lead recruitment, onboarding, and contract administration, while supporting organizational design, incentive systems, and HR compliance. You will drive talent development, performance processes, and employee relations across the operations teams.
The role covers end-to-end HR activities including payroll, MPF, taxes, and audits, with a strong emphasis on hands-on execution and timely delivery.
As the HR Manager/Officer for the Hong Kong Operations Centre, you will be responsible for the day-to-day execution of the full spectrum of human resources work. Your mission is to drive recruitment, support team growth, implement organization and talent development initiatives, and ensure HR operations remain compliant, robust, and efficient. You are a hands‑on executor and the primary point of contact for people and HR matters in the Operations Centre.
Execute the recruitment plan for the Operations Centre to support business growth and team expansion.
Drive end-to-end recruitment across Hong Kong and cross-border: role profiling, job advertising, channel management (JobsDB, LinkedIn, agencies, referrals), CV screening, interview scheduling and conducting, reference checks, and offer negotiation and issuance.
Continuously improve recruitment processes and candidate experience to shorten time-to-hire and improve quality of hire.
Maintain and expand recruitment channels and talent pools; assist in building succession pipelines for key positions.
Manage employment visa applications (Employment Visa, Top Talent Pass, IANG) and liaison with the Immigration Department.
Handle onboarding end-to-end, including contracts, onboarding documentation, IT account setup, equipment handover, and orientation.
Assist management in implementing and refining organizational structure, reporting lines, and headcount planning in line with business strategy.
Support organizational effectiveness: help clarify roles and responsibilities, improve collaboration mechanisms, and flag organizational bottlenecks.
Administer incentive and reward systems — short-term incentives, commissions, bonuses, and recognition programs — and propose improvements to senior management to drive performance.
Assist in benchmarking incentive practices against the market to keep schemes competitive, fair, and financially sustainable.
Provide organization and talent data and insights to business leadership to support management decisions.
Contribute to culture building — values, behaviors, and team atmosphere of the Operations Centre.
Support the people and organization aspects of change initiatives (expansion, restructuring, new business lines).
Support and implement the talent development framework: competency models, career paths, training programs, and learning resources.
Coordinate and run the performance management cycle (goal setting, mid-year review, year-end appraisal) and help embed a performance-driven culture.
Assist management in talent reviews, succession planning, and retention of key talent.
Design and drive engagement and retention initiatives; organize engagement/pulse surveys and follow through on improvements.
Support salary review, promotion, and bonus processes, ensuring alignment with talent development strategy and incentive design.
Draft and maintain employment contracts, the employee handbook, and HR policies, ensuring compliance with the Employment Ordinance, MPF legislation, and the Personal Data (Privacy) Ordinance.
Manage the full employee lifecycle: onboarding, confirmation, transfers, resignations, exit interviews, disciplinary matters, grievances, and terminations.
Advise management on day-to-day people matters: attendance, conduct, probation decisions, and difficult conversations.
Handle employee relations issues and foster a healthy, compliant, and positive work environment.
Responsible for monthly payroll preparation and salary disbursement, ensuring accuracy of calculations and on-time payments.
Administer MPF enrolment and contributions, and group medical/dental insurance enrolment, changes, and claims.
Prepare and submit the annual Employer's Return (IR56B) and related forms (IR56F/IR56G where applicable); handle employee tax enquiries.
Maintain accurate leave, attendance, and HR database records; produce management reports (headcount, turnover, cost data).
Support the annual HR and admin budget; track actual spend monthly and report variances.
Assist in office operations and vendor management (cleaning, security, IT, telecom, etc.), as well as insurance and licence renewals.
Work with the company secretary on statutory filings and maintain corporate records.
Support annual audit and compliance exercises.
Degree holder in Human Resources Management, Business Administration, or a related discipline
For Manager level: at least 5 years' HR experience in Hong Kong, including 1-2 years at senior officer/supervisory level; For Officer level: at least 3 years' HR experience in Hong Kong
Experience supporting an operations centre or multiple teams is preferred
Solid hands‑on experience in recruitment and talent development, with the ability to independently drive hiring and HR initiatives
Experience in administering or supporting incentive and reward schemes is an advantage
Working knowledge of Hong Kong employment practice: Employment Ordinance, MPF, IR56 tax filing, and data privacy
Experience in payroll, employee relations, and vendor management
Fluent in Cantonese, Mandarin and English.
Able to deliver hands‑on execution with strong prioritisation and deadline management; a self-starter
Proficient in Microsoft Office (Excel, Word, PowerPoint)
