The Great Eagle Co Ltd in Hong Kong seeks a hands-on Person-in-Charge for HRIS development, governance and operations. You will own the HRIS roadmap, drive design, ensure data integrity and streamline HR processes across platforms such as Oracle HCM OTBI and IPL.
You will lead data governance, security controls, end-user training, and annual HR data reporting. Strong communication with HR and IT stakeholders, plus project management and bilingual English/Chinese, are essential.
Act as the Person‑in‑Charge for HRIS development, enhancement, maintenance, and system governance to ensure data integrity and operational efficiency.
Drive HRIS roadmap & solution design to ensure developments fit business needs and streamline HR processes.
Establish data governance & controls (data definitions, periodic audits, exception handling) to uphold data integrity, compliance and reporting accuracy.
Proactively monitor project/module status (milestones, risks/issues, dependencies), flag critical impacts early, and translate technical updates into the big-picture impact, trade-offs and recommendations for HR Head & AGM’s decision-making.
Partner & negotiate with IT/vendors on scope/priorities and ensure security/access control and sensitive data handling are enforced (e.g., role-based access, masking in non-prod).
Build, maintain and enhance HR reports/analytics across HCM platforms (e.g. Oracle HCM OTBI and IPL) to support HR operations and management reporting.
Lead the annual HR data reporting exercise for internal stakeholders, validate methodology and ensure data accuracy and traceability for submission/audit.
Manage the operation of Compensation & Benefits (C&B) functions including but not limited to monthly payroll, HR audit, tax filing, benefits enrolment and termination, and leave administrations.
Manage the annual review exercise and C&B projects including but not limited to salary review, may also involve in some staff benefit projects when there is a need.
Deliver and maintain up-to-date end-user documentation (user guide, process flow, training materials)
Provide training and technical support to HR staff and end-users to ensure efficient system utilization
Provide support on any ad hoc HR projects being assigned.
Degree holders in Human Resources Management, Science, Mathematics or related disciplines
At least 8 years of proven HR working experience of which at least 3 years in solid HRIS experience
Strong HRIS product ownership mindset with proven ability to drive process streamlining, data governance/controls, and cross-functional stakeholder management (HR/IT/vendor) from design to delivery.
Experience in using Oracle and IPL is an advantage
Well-versed in Hong Kong Employment Ordinance and related regulations
Strong competency in HR data reporting & analytics, including building HCM reports and performing data validation/analysis in Excel (pivot tables, charts) with clear documentation of methodology.
Good project management and strong communication and interpersonal skills
Well-organized, multi-tasked and good time management skills
Highly collaborative with cross-functional teams and stakeholders
Good command of both spoken and written English and Chinese
