Job summary

Qualifications

• Minimum 10 years in Learning & Development, Talent Development, Organizational Development, or Performance Management, including managerial experience.
• Experience in hospital/healthcare setting or regulated environments preferred.
• Strong analytical, project management, communication, and presentation skills.
• Proficiency in English and Chinese (spoken and written), including Mandarin.

Responsibilities

• Develop and implement learning, talent development, and performance management initiatives aligned with organizational goals;
• Lead and manage the annual performance management cycle, including goal setting, mid-year and year-end reviews, calibration exercises, performance reporting, and employee development planning;
• Hands‑on experience in managing performance appraisal processes, performance calibration, talent review, and succession planning initiatives;
• Conduct learning and performance needs analyses using competency frameworks, workforce trends, and business requirements;
• Design and deliver leadership development, onboarding, performance management, and capability‑building programs;
• Partner with department leaders to identify capability gaps and enhance workforce performance;
• Manage learning technologies, e-learning platforms, and blended learning solutions;
• Monitor and evaluate learning effectiveness through KPIs, analytics, and continuous improvement initiatives;
• Support talent development, succession planning, and employee growth programs; and
• Ensure compliance with learning records, reporting, and audit requirements.
