Job summary

West Kowloon Cultural District Authority seeks a skilled facilities operation professional to oversee building operation, maintenance and technical services for its venues. The role involves supervising outsourced service providers, coordinating E&M/HVAC/R&M tasks, and ensuring safety and quality across WKCD facilities.

The candidate should hold an engineering degree (Building Services/Electrical/Mechanical), with HVAC preference, and be proficient in AutoCAD and MS Office.

The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

Responsibilities

• assisting the Manager, Technical Services to oversee and manage building operation, maintenance, repair and provision of technical services for venues and their related facilities and systema;
• supervising and monitoring outsourced facilities / property management service provider(s) to ensure high standard and quality services are delivered to public and internal user departments;
• managing the vendors for repair and maintenance (“R&M”) works of E&M, HVAC, P&D, Fire Services and Security System, external & internal building fabric, and all other facilities setup in West Kowloon Cultural District (“WKCD”) and its venues and buildings;
• contributing to the design of facilities development with main focuses on operation life cycle, safety and health best practice, incident & risk management and security monitoring for venue operations;
• contributing to arrange procurement, manage contracts and projects / works and activities;
• emergency management of the events being organised in WKCD and commercial operators;
• planning and organising the due diligence for taking over new venues and outdoor open area including project schedule management;
• preparing site operation manual, incident risk and emergency operation procedure;
• managing emergency incidents, resolving any incident in timely and effective manner, and recommending and driving continuous improvements;
• performing other duties or ad-hoc tasks as assigned by District Facility Services Department; and
• performing any other duties from time to time as reasonably assigned by the Authority.

You Should

• possess a recognised Diploma / University Degree or above in Engineering (Building Services / Electrical / Mechanical) or equivalent, preferably with major in HVAC;
• have 5 years of experience in property and/or facilities management focusing in building operation, repair and maintenance, project improvement, renovation, A&A works, event operation and R&M maintenance services;
• preferably be holders of electrical worker license grade A or above
• have a valid Construction Industry Training Certificate (Green Card) under Section 6BA(2) of the Factories and Industrial Undertakings Ordinance A are preferred;
• preferably be familiar with Building Management System (BMS), Facilities Management System and / or others facilities management systems in theatres, rehearsal facilities, F&Bs, and retails;
• with knowledge in BIM will be an advantage;
• be proactive, independent, responsible and a good team player;
• be proficient in PC knowledge including AutoCAD, MS Applications; and
• be proficient in written and spoken English and Chinese.
