Job summary

Tai Kwun, Hong Kong's Centre for Heritage and Arts, seeks an experienced Facilities Manager to oversee 24/7 operations across its premises. You will manage building services, lead maintenance and improvement programs, and ensure safety, regulatory compliance and service quality.

The role demands strategic budgeting, vendor management and strong leadership in a high-heritage environment. With a background in building services or engineering and at least 15 years in facilities operations, you will

Qualifications

  • Degree or above in Building Services, Engineering or relevant disciplines.
  • 15+ years of experience including 5 years in supervisory level in project development, installation, testing and commissioning as well as maintenance and operations of E&M, fire services, lighting, CCTV and other building services systems; heritage buildings or performing arts settings is a plus.
  • Corporate Member of the HKIE (Building Services/Electrical/Mechanical) or equivalent.
  • Knowledge of statutory regulations related to building services and ability to provide technical direction for development, design and system integration.
  • Strong organizational, leadership and communication skills.
  • Good command of English and Chinese (spoken and written).
  • Flexible to work irregular hours including weekends and public holidays.

Responsibilities

  • Responsible for 24/7 operations at Tai Kwun premises, ensuring all infrastructural and building service systems operate safely and efficiently.
  • Manage resource planning and delivery of facilities operations in line with strategic objectives; maintain facilities, equipment and maintenance services.
  • Formulate preventive and corrective maintenance programs and emergency response plans to minimize business disruption.
  • Oversee SOP quality and follow-up programs to ensure timely service delivery according to user requirements.
  • Prepare and monitor annual budgets and operating budgets; handle tenders, procurement and payments per company rules.
  • Lead and coach staff; monitor contractors; drive continuous improvement through data collection and analysis.
  • Maintain safety and health management system, conduct safety inspections and ensure compliance.
  • Integrate latest technologies into facilities management to enhance reliability, energy efficiency and sustainability.

Job description

Responsible for 24/7 operations at Tai Kwun premises, ensuring all infrastructural and building service systems (including plumbing and drainage, HVAC, electrical and fire services systems) operate within safe, reliable and efficient parameters in accordance with statutory and operational requirements

Ensure efficient and effective delivery of facilities operations by managing resource planning in line with strategic business objectives, implementing and upkeeping of the facilities, equipment and maintenance services, planning space utilization, reviewing service standards, managing manpower deployment and driving process re-engineering

Formulate preventive and corrective maintenance programs and emergency response plans for remedial actions to ensure minimum disruption to business operations during unforeseeable emergency or crisis situations

Oversee the quality and execution of standard operating procedures and design follow-up programs to ensure services are delivered in a timely and efficient manner according to users’ requirements

Prepare and monitor annual budgets, capital works programs and operating budgets for the facilities to ensure expenses are maintained within budgets. Handle tender exercises, contract awards, procurement and payments in compliance with the company’s requirements

Lead and manage change at operational and management levels. Coach subordinates and monitor contractors’ performance. Conduct regular review of system performance and work processes to improve overall staff productivity and operational efficiency. Implement data collection and analysis to resolve shortfalls and drive continuous improvement

Maintain and enhance the occupational safety & health management system manual for in-house facilities management staff and contractors. Conduct regular safety inspections, issue hazard abatement notices, and examine contractors’ safety records and other related submissions

Integrate the latest technologies into facilities management to enhance system reliability, daily operations, energy, waste, safety, security and manpower management to streamline maintenance and sustainability practices

Perform any other ad hoc duties as assigned by the supervisor

Requirements

Degree or above in Building Services, Engineering or relevant disciplines

Minimum 15 years of experience including 5 years at supervisory level in project development, installation, testing and commissioning as well as maintenance and operations of E&M, fire services, lighting, CCTV, other building services systems and building fabric. Experience in heritage buildings or performing arts settings is an advantage

Corporate Member of the Hong Kong Institution of Engineers (Building Services, Electrical or Mechanical Discipline) or equivalent

Knowledge of statutory regulations related to building services and able to provide technical direction for the development, design and system integration

Strong organizational, leadership and communication skills

Good command of spoken and written English and Chinese

Flexible in working irregular hours including weekends and public holidays
