Job summary

Central Management Limited seeks a Senior Technical Manager to lead and oversee all technical, maintenance, repair and enhancement works for its residential property portfolio in Hong Kong. You will ensure safety, efficiency and cost effectiveness while guiding a team and external contractors.

You will develop preventive maintenance strategies, asset management plans, manage A&A projects, conduct inspections, and drive compliance with fire, building, safety and environmental standards.

Qualifications

• Strong leadership and people management experience in property/facilities
• Experience overseeing technical and maintenance operations for residential assets
• Knowledge of building services systems and regulatory requirements in HK

Job description

Senior Technical Manager / Technical Manager

Lead and oversee all technical, maintenance, repair, and enhancement works for the assigned residential property portfolio, ensuring properties are maintained in a safe, efficient, and cost-effective manner.

Develop and implement preventive maintenance strategies and asset management plans to maintain the long-term performance.

Plan, manage, and supervise major renovation, alteration and addition (A&A), fitting-out, upgrading, and capital improvement projects, ensuring compliance with statutory requirements, quality standards, budgets, and project timelines.

Conduct regular site inspections, condition assessments, and risk evaluations to identify potential issues and recommend corrective and preventive actions.

Lead investigations and resolution of major technical issues, building defects, emergency incidents, and resident complaints.

Ensure compliance with relevant ordinances, regulations, codes of practice, and licensing requirements, including fire safety, building safety, environmental protection, and occupational health and safety standards.

Manage and monitor the performance of contractors, consultants, and service providers, ensuring contractual obligations, service standards, and safety requirements are met.

Prepare technical specifications, tender documents, and evaluation reports for procurement and contract administration purposes.

Review and control maintenance and project budgets, monitor expenditures, and identify opportunities for cost optimization and ensure effective budget management.

Collaborate with internal departments and external stakeholders to ensure the smooth operation and enhance the operational efficiency of the residential property portfolio.

Requirement:

Degree in Building Services Engineering / Engineering / Facility Management or related disciplines.

Minimum of 12 years' relevant experience in developer, consultancy or major contracting firm, or working in Property / Facilities Management company, with at least 5 years in a managerial or leadership role overseeing residential properties.

Holder of Registered Electrical Worker (REW) Grade A or above.

Registered Professional Engineer (RPE), Chartered Engineer, or other relevant professional qualifications will be an advantage.

Sound knowledge of building services systems, statutory requirements, building regulations, and safety legislation in Hong Kong.

Strong leadership, project management, problem-solving, and stakeholder management skills.

Demonstrated ability to manage multiple projects, priorities, and budgets in a dynamic environment.

Proactive, self-motivated, and able to work under pressure.

Strong commitment to safety, quality, and operational excellence.

Good command of written and spoken English and Chinese, including Cantonese.
