Pay range: £33,699–£39,152 (pro‑rate for part time). All new starters begin at the bottom of the band, with a fixed starting salary and scope for growth.
Role Purpose
To help protect tenants from unlawful eviction, discrimination and poor practice within the private rented sector, ensuring residents can live safely and securely. You will investigate and enforce breaches of the Renters Rights Act 2025 and the Eviction Act 1977, provide specialist advice, gather evidence, and take enforcement action where required. You will play a key role in supporting BCP Council’s response to significant changes to national legislation, working closely with enforcement, housing options, legal services and other partners on complex and sensitive cases.
Main Responsibilities
- Investigate alleged breaches of the Renters Rights Act 2025, including illegal eviction, discriminatory practices and unlawful rent increases.
- Investigate alleged breaches of the Protection from Eviction Act 1977 and take appropriate enforcement action in line with legislation and internal procedures.
- Enforce landlords’ legal responsibilities within the private rented sector, including investigation of offences and issuing Civil Penalty Notices where appropriate, in accordance with legislation, council policy, and best practice.
- Provide specialist advice to tenants and landlords to prevent unlawful eviction and resolve disputes early, engaging landlords to improve understanding of legal duties and encourage compliance with the Renters Rights Act 2025.
- Maintain accurate case records so that information is accessible and evidence is gathered to a standard suitable for enforcement or legal proceedings.
- Prepare witness statements and attend court to give evidence when required.
- Work proactively with Housing Options to identify and mitigate homelessness risks arising from private rented sector disputes or unlawful eviction attempts.
- Develop positive relationships with landlords, tenants and partner agencies to support compliance and early resolution.
- Use professional judgement to determine the appropriate course of action, including informal resolution, serving notices, or progressing legal interventions.
- Contribute to continuous improvement of enforcement processes, identifying opportunities to improve efficiency and consistency.
- Manage a caseload independently in an environment of changing demand and emerging issues, escalating cases appropriately.
- Collaborate with colleagues across enforcement, legal, housing options and other agencies to deliver a joined‑up service.
The Ideal Candidate
- Able to build and maintain positive working relationships with tenants, landlords, colleagues and external partners.
- Strong communication skills, able to explain complex legal information clearly and accessibly.
- Confident in managing conflict, challenging behaviour and emotionally sensitive situations with calmness and professionalism.
- Good understanding of tenancy law, regulation of the private rented sector and best practice in preventing unlawful eviction.
- Ability to gather and assess evidence to a legal standard, demonstrating attention to detail and sound judgement.
- Experience of managing a caseload and prioritising work effectively in a busy environment.
- Ability to influence landlords and tenants to support compliance and positive outcomes.
- Competent IT skills, including use of Word, Outlook, Excel in case management systems.
Desirable Knowledge, Skills & Experience
- Qualification or formal training in an enforcement‑related discipline.
- Knowledge of enforcement techniques and best practice.
- Understanding of PACE, or commitment to undertake training.
- Experience of enforcement work and legal proceedings.
