Job title: Supply Chain and Procurement Manager – Cardiff Head Office, South Wales. Salary: Competitive. Basis: Full time. This is a 12 month fixed-term contract opportunity.

Role and responsibilities
To support the Operational Planning project team in the successful delivery of key projects, ensuring they are delivered in line with agreed timelines, budgets and governance processes, while providing commercial expertise.
- Provide expert commercial support to the project team to deliver projects in line with expectations.
- Lead the design and implementation of the Procurement and Commercial strategy, including the procurement of a long-term commercial model to support ongoing contract management.
- Develop mechanisms and contracts in line with Transport for Wales procurement requirements and project needs.
- Represent Transport for Wales in commercial negotiations with third party suppliers.
- Undertake contract management and monitoring activities with third party suppliers.
- Draft and negotiate contracts with third party suppliers (in conjunction with other TfW parties including Legal and Procurement), ensuring they meet TfW needs and deliver value for money.
- Develop procurement frameworks in collaboration with internal teams for use by TfW to engage third-party suppliers.
- Lead the design and implementation of the market engagement strategy and activities.
- Engage suppliers to understand the market and build mutually beneficial relationships; monitor and manage supplier performance and ensure adherence to contractual SLAs.
Who we're looking for / Qualifications
- Experience working in a commercial/relationship management role.
- Specialist knowledge and experience in public sector procurement and/or regulated procurement, including knowledge of procurement contract law in relation to the Procurement Act.
- Experience in contract management with the ability to identify opportunities and risks; experience in the rail and/or transport sector is desirable.
- Demonstrable experience working with and influencing external stakeholders; ability to build and maintain strong interpersonal relationships.
- Proven track record of successful delivery of projects.
- Welsh language skills are a plus but not essential; Welsh language development opportunities are provided.
