In this role, you will support the successful delivery of heavy civil engineering projects by taking a lead role in pricing works, preparing tenders, planning execution, and managing delivery on site. This position bridges operational and commercial functions, ensuring that works are accurately costed, efficiently managed, and completed to required safety, quality, and programme standards.

Key Responsibilities
  • Pricing & Tendering
  • Prepare cost estimates, bills of quantities, and pricing schedules for civil engineering works packages.
  • Evaluate technical drawings, specifications, and client requirements to determine cost implications.
  • Liaise with suppliers and subcontractors to obtain competitive quotations and validate scope.
  • Assist in developing tender submissions, method statements, programme proposals, and risk assessments.
  • Support bid reviews and handover from pre‑construction to delivery teams.
  • Project Management & Delivery
  • Develop and maintain project programmes, phasing plans, and resource schedules.
  • Coordinate daily site activities, ensuring compliance with contractual specifications, safety standards, and environmental requirements.
  • Manage subcontractors and suppliers, ensuring performance aligns with project requirements.
  • Monitor progress, cost, productivity, and variations, reporting regularly to Project Manager / Site Agent.
  • Support stakeholder communication including clients, design teams, temporary works coordinators, and internal management.
  • Quality, Safety & Compliance
  • Promote and enforce compliance with company HSEQ policies, RAMS, permits, and safe systems of work.
  • Ensure works are delivered in accordance with approved drawings, specifications, and industry standards.
  • Participate in audits, inspections, quality checks, and lessons‑learned reviews.
Skills & Experience Required
  • Previous experience working as a Sub Agent, Section Engineer, or similar role in heavy civils (earthworks, structures, highways, marine, rail, utilities or similar).
  • Strong understanding of construction processes, sequencing, and temporary works considerations.
  • Proven ability to read and interpret engineering drawings and specifications.
  • Commercial awareness with experience in cost estimating or project costing preferred.
  • Excellent communication and stakeholder coordination skills.
  • Competent in project planning tools (e.g., MS Project, P6) and standard Microsoft Office applications.
  • CSCS, SMSTS/SSSTS, and relevant degree or HNC/HND in Civil Engineering or related discipline preferred.
Key Attributes
  • Proactive and commercially aware approach.
  • Strong problem‑solving abilities and attention to detail.
  • Comfortable working both in pre‑construction office environments and on live construction sites.
  • Team player who can take ownership and show initiative.
What you will receive
  • A competitive basic salary and attractive package.
  • The chance to test and utilise your knowledge in a preconstruction capacity.
  • The opportunity to work on tenders for complex projects.
  • Support and training from experienced professionals with a business that offers great career progression.

Please apply to this position if you are interested in moving into a preconstruction role!
