Hampshire County Council is recognised nationally as one of the highest performing local authorities in the UK and offers a pleasant, supportive, and collaborative working environment.

As a forward‑thinking in‑house business unit, we offer a range of services to the County Council and other public authorities.

We are looking for highly motivated and technically strong Senior Structural Design Engineers to be involved in the delivery of challenging bridge design and maintenance schemes. We have a great team environment, and we support and develop our engineers, so they are continuously developing their skills.

The Role

Working in the Bridge Design Teams, you will take autonomy of your own work and be responsible for all aspects of the project whether this is a bridge assessment, maintenance, strengthening or replacement scheme. You should have a thorough understanding of structural behaviour and the application of relevant design and assessment standards. Knowledge of construction methods and contract procedures would be an advantage.

We are maintaining over 1,750 structures of all types of structural form, from single or multi‑span brick arches to Grade II listed cast‑iron bridges as well as modern steel and reinforced concrete bridges and retaining walls. Future work will include inspection for assessment, structural assessments, strengthening and replacement schemes to ensure all our structures remain open to highway users and in a serviceable condition.

In addition, we provide technical support to external clients, developers, contractors, and other local authorities.

What you’ll do
  • Produce feasibility studies and prepare outline and detailed designs, assessments and contract documents for new structural work and maintenance projects.
  • Design strengthening and remedial measures as necessary to ensure continued safe functioning of highway structures.
  • Establish and agree solutions with interested parties which satisfy engineering and environmental considerations.
  • Plan, programme and deliver design and assessment projects to client requirements.
  • Deliver design and assessment projects within allocated resources, budgets and timelines.
  • Communicate and liaise with clients, contractors and regulatory and statutory authorities.
  • Comply with the duties of the CDM regulations with respect to the duties of Designers and the Principal Designer to ensure the safe design and long‑term management of structures schemes.
  • Be prepared to carry out and lead inspections of bridges and other highway structures with due regard to hazards, safety and risk, and identify, record and evaluate maintenance needs.
  • Maintain personal technical and relevant project management expertise.
  • Provide technical guidance, support and training to Engineers and Technicians and be responsible for work produced by them.
What we’re looking for
  • Educated to Degree level in Civil or Structural Engineering or significant relevant experience.
  • Excellent knowledge and understanding of structural behaviour, design codes, materials and proficient in computer analysis.
  • Ability to organise and prioritise workload to ensure that timescales and budgets are met.
  • In‑depth understanding of current of Eurocodes, British Standards and assessment codes.
  • Working knowledge of the application of structural analysis programmes.
  • Good communication skills and a high standard of report writing.
  • Sound understanding of the CDM Regulations.
  • Current divers’ licence is essential as the role requires travel to various locations within Hampshire.
What we can offer you
  • We offer a pleasant, supportive, and collaborative working environment which promotes an excellent work‑life balance.
  • We offer challenging and rewarding work — from small bridge strengthening schemes to multi‑million design and repair schemes and the opportunity to enhance your skills and broaden your technical capabilities.
  • Hybrid working: This role is based in Winchester with a hybrid working arrangement (office and home working) to suit operational requirements.
  • We are committed to inclusion, diversity and wellbeing. Staff are encouraged to get involved in a variety of internal Networks (BME, staff disability, Carers and working parents, and LGBT+) in accordance with our Inclusion Strategy.
  • Generous annual leave plus bank holidays and paid sick leave.
  • Staff discounts for a range of goods and services, as well as travel and eyecare.
  • Generous Employer Pension Contribution.
