Job summary

A government agency is seeking a professional to oversee Third Sector partnerships and manage grant schemes. This role involves promoting collaboration with charity and social enterprises to support policy objectives. Responsibilities include managing strategic partnership boards, engaging with charitable foundations for funding, and ensuring compliance with grant funding agreements. Qualifications

Job description

HMPPS Third Sector Partnerships and Programmes Team is responsible for managing HMPPS' relationships with Voluntary, Community and Social Enterprises (VCSE, also referred to as the Third Sector), and providing oversight of all HMPPS grants. The team works to develop and establish strategic opportunities for MoJ and HMPPS to harness the expertise of the Third Sector to support its policy and operational objectives.

Strategic initiatives
  • Reducing Reoffending Third Sector Advisory Group (RR3)
  • Third Sector Strategic Partnership Board (TSSPB)
  • Arts in the Criminal Justice Sector Forum
  • HMPPS infrastructure grant – awarded to Clinks for the Provision of infrastructure support to VCSE working in the Criminal Justice System in England and Wales.
Role responsibilities
  • Promoting the Third Sector partnership approach and ensuring the accompanying action plan is implemented.
  • Managing and providing secretariat for the Third Sector Strategic Partnership Board.
  • Overseeing regular thematic meetings with RR3 members and their counterparts across MoJ and HMPPS.
  • Overseeing and driving engagement with Charitable Foundations, working to develop funding opportunities between Trusts and Foundations and Statutory.
  • Oversight and programme level monitoring of grant schemes – including strategic grants, innovation grants, and rehabilitation grants.
  • As required, undertake activities necessary to design, compete, and award grant funding – leading on scheme design, collaborating with Commercial and Contract Management Directorate to run competitions, and preparing Grant Funding Agreements in liaison with Government Legal Department and MoJ Grants Centre of Expertise.
  • Providing high quality written submissions and briefings for Ministers and Senior Civil Servants.
  • Improving internal visibility and understanding of how Voluntary, Charity and Social Enterprises contribute to HMPPS and MoJ objectives.

Qualifications

Whilst experience of managing and/or awarding grants would be advantageous, it is not essential.

Experience of working in/with the Third Sector would be advantageous, but not essential.

Location & travel

This is a national role and location is flexible. The team is based in London at 102 Petty France, so frequent travel to London is expected.

Security clearance

Successful candidates must undergo a criminal record check.

People working with government assets must complete baseline personnel security standard checks.

Salary & benefits

Alongside your salary of £55,457, HM Prison & Probation Service contributes £16,065 towards you being a member of the Civil Service Defined Benefit Pension scheme.
