About The Role

Chemonics UK is implementing the Yemen Flexible Funding Mechanism (YFFM), a UK government-supported programme that identifies and invests in opportunities that protects civilians, promotes political de‑escalation and dialogue, and strengthens the foundations for longer‑term stability in Yemen. YFFM is delivered through two funds; the Yemen Support Facility (YSF) and the Technical Assistance Facility for Yemen (TAFFY). YSF is engaged at a sub‑national level whilst TAFFY is engaged at a national and regional level. The two funds are closely aligned yet retain separate identities.

We are seeking experienced Project Managers, preferably based in Aden or Amman, to lead the day‑to‑day management and coordination of specific interventions under the YSF and TAFFY projects. This role requires strong organisational and stakeholder engagement skills, with responsibilities that include:

  • Internal coordination: Overseeing financial management, compliance, risk management, work planning, resource allocation, and contracting.
  • External coordination: Managing relationships with clients, on‑ground partners, and technical advisors to ensure smooth delivery and alignment with programme objectives.

Depending on the project portfolio, the Project Manager will report to either the TAFFY or YSF Programme Manager and work closely with the Programme Management Unit (PMU) to ensure all activities comply with Prime contract requirements and organisational standards.

Responsibilities
  1. Project Start‑Up
    • Establish full understanding of the approval proposal and budget.
    • Develop a workplan in consultation with YSF/TAFFY programme managers.
    • Lead contracting and due diligence for partners and suppliers, ensuring compliance with Chemonics requirements.
    • Oversee mobilisation of experts and ensure Duty of Care requirements are in place.
    • Coordinate with PMU to set out and onboarding plan for all new project consultants and suppliers.
    • Act as the main point of contact for all contractual matters.
    • Schedule and lead the project kick‑off meeting.
  2. Implementation & Governance
    • In consultation with PMU, set up Project RADIO (Risks, Assumptions, Decisions, Issues and Opportunities) Log and ensure this is regularly updated so there is visibility of project progress for all internal stakeholders.
    • Establish a cadence of client meetings, develop agendas and organise meetings to discuss project implementation updates effectively.
    • Manage and update the project workplan in consultation with technical leads and programme managers.
    • Ensure strict adherence to internal protocols for deployment and mobilisation of technical advisors to project locations.
    • Monitor progress against deliverables, timelines, and budget.
    • Embed MREL, GEDSI, conflict sensitivity, and risk management processes in delivery working closely with relevant teams.
    • Escalate programmatic and security risks as required.
    • Ensure timely delivery of outputs and outcomes.
    • Prepare to represent the project in all internal coordination meetings.
  3. Client Management & Reporting
    • Maintain a professional relationship with the client with a focus on clear communication and responsiveness.
    • Ensure all client deliverables are submitted on time, with any delays communicated in writing to the client in advance.
    • Provide high quality project inputs in monthly and quarterly client reporting.
    • Closely work with the MREL team to capture change stories for the project.
  4. Financial Management
    • Assume full responsibility of managing project budgets including accurate forecasting, confirming actual spend and conducting variance analysis.
    • Prepare budget modification proposals in consultation with YSF/TAFFY programme managers.
    • Ensure all budget modification proposals are reviewed and approved internally before they are sent off to the client.
    • Ensure all budget modifications are actioned after client approval and approvals are logged in the RADIO log, Programme Accountant is informed to update the central ABB.
    • Review and approve timesheets and invoices for partners, consultants and vendors in a timely manner.
    • Strictly adhere to internal financial management timelines.
  5. Project Closure
    • Coordinate lesson learning and after‑action reviews with the MREL team.
    • Lead final reporting for internal and client requirements.
    • Ensure financial and contractual closure.
    • Prepare the narrative project completion report and submit to the client within 15 days of project completion.
    • Complete the project closure report within one month of project end.
Requirements
Essential
  • Bachelor’s degree in project management, international development, business administration, or a related field.
  • Minimum 5 years of experience in project management within international development or donor‑funded programmes.
  • Proven track record of managing complex projects in fragile or conflict‑affected settings.
  • Experience in financial management, including budgeting, forecasting, and variance analysis.
  • Demonstrated ability to manage multiple stakeholders, including donors, partners, and technical experts.
  • Strong understanding of project life cycle management, including start‑up, implementation, and closure.
  • Knowledge of compliance requirements for donor‑funded projects (preferably FCDO or similar).
  • Familiarity with risk management frameworks and Duty of Care standards.
  • Proficiency in MS Office Suite and project management tools (e.g., MS Project, SharePoint).
Desirable
  • Fluency in written and spoken Arabic.
  • Experience working on governance, peacebuilding, or stabilisation programmes.
  • Knowledge of Yemen and wider regional context and political economy.
Key Performance Indicators (KPIs)

KPI 1: Client Management

Ensure timely, clear, and professional communication with the client, including responding to requests within agreed timelines, delivering all project outputs as per schedule, and maintaining positive client relationships through proactive engagement and issue resolution.

KPI 2: Project stakeholders management

Develop and maintain effective working relationships with partners, suppliers and other project stakeholders ensuring clarity of requirements, effective escalation channels and high level of satisfaction with management and delivery.

KPI 3: Financial Management

Ensure accurate and timely financial management of the project, including maintaining expenditure within approved budgets, submitting monthly forecasts and reconciliations on schedule, and complying with all financial controls and reporting requirements. Forecast to actuals variance should not exceed 10%.

KPI 4: Risk Management

Proactively identify, assess, and mitigate programme and operational risks, ensuring timely escalation to Deputy Team Leader and implementation of risk mitigation plans. PMU is required to report high risks to the client within 1 day.

KPI 5: Deployment and Mobilisation

Ensure timely and efficient mobilisation of experts, staff, and resources in line with project requirements, including completion of all onboarding, security, Duty of Care, and compliance processes before deployment.

KPI 6: Programme Management and Delivery

Ensure successful delivery of the programme by managing scope, schedule, and resources effectively, meeting all agreed milestones and outputs on time and within budget, while maintaining quality standards and compliance with internal and donor requirements.
