Job Description

The Project Manager – Buried Networks is responsible for managing the successful delivery of buried heat network infrastructure projects in Bristol. Reporting to the Senior Project Manager – Buried Networks, the role requires strong leadership and collaboration with contractors and internal teams to ensure that projects are executed safely, on time, within budget, and to the highest quality standards.

As the Client Representative, the Project Manager will attend CDM meetings, oversee construction activities, and enforce compliance with regulatory and contractual requirements. The role will actively contribute to progress reporting, risk management, and the implementation of health & safety best practices.

The ideal candidate will have a background in construction project management, preferably in buried utilities or district heating, and an understanding of working within a matrix organization. This role also involves supporting pre-construction activities, procurement processes, and contractor performance evaluations.

Key Responsibilities / Duties
  • Project Management & Delivery
  • Manage the end-to-end project lifecycle, ensuring smooth delivery from procurement TO commissioning and handover
  • Attend CDM meetings and act as the Client Representative in all construction meetings
  • Oversee project scheduling, ensuring alignment with corporate and client expectations
  • Ensure contractor obligations under NEC and other contractual frameworks are met, enforcing compliance and addressing deviations
  • Support tendering and procurement processes by developing ITT documents and evaluating contractor submissions
  • Lead pre-construction activities, including surveys, trial holes, and intrusive works
  • Identify and manage project risks using a robust risk matrix to drive decision-making
  • Maintain project documentation, ensuring all quality assurance records (e.g., weld logs, backfill schedules, alarm wire testing) are properly controlled
Health, Safety & Compliance
  • Reinforce robust management of health and safety in accordance with industry best practices
  • Ensure full compliance with CDM, HASAW, NRSWA, EAW, and other relevant regulations
  • Conduct site visits, audits, and inspections to promote a proactive safety culture
  • Ensure compliance with ISO 9001, 14001, and 45001 standards
Qualifications
Knowledge and Skills
  • Experience in project management or construction roles, preferably in buried utilities or district heating
  • Strong knowledge of CIBSE, CITB, IOSH, and other construction-related safety frameworks
  • Familiarity with NEC contracts and commercial aspects of construction projects.
  • Excellent stakeholder engagement skills, able to communicate effectively with both site teams and senior executives
  • Proficiency with MS Project, Office 365, and project planning tools
  • Strong personality with the ability to challenge and drive high safety standards while maintaining positive working relationships
  • Clear evidence of risk management experience, with the ability to proactively identify and mitigate project risks
  • A good sense of humor and ability to work under pressure in a dynamic project environment
Qualifications and Experience
  • Attained or working towards a Project Management qualification (e.g., APM, Prince2, or PMI)
  • SMSTS or IOSH certificationStrong understanding of CDM
  • Temporary Works, and other construction regulatory requirements
  • Experience in Street Works, Civil Works, Building Regulations, Fire Safety, Water Quality, and Legionella is advantageous
  • Welding experience is a bonus
