We’re looking for a dynamic Procurement Lead to help reinvent how Wiltshire Police and the OPCC buy, partner and deliver value. You’ll be the Head of Procurement’s right hand - shaping a modern, resilient, customer-focused service and setting the gold standard under the Procurement Act 2023 and public-sector governance. From crafting airtight tender strategies to running auditable, bias-proof evaluations, you’ll be the guardian of tender integrity, making decisions that are transparent, fair and challenge‑ready.
You will coach panels, sharpen scoring and turn governance into a competitive advantage, working shoulder-to-shoulder with our Procurement Business Partner and Contract Management Expert to land outcomes that stand up to scrutiny and deliver real impact for frontline policing and our communities.
The successful candidate will own end-to-end tender management, from planning, advertising, evaluation, award and record‑keeping, to ensure compliance with legislation and internal policy. You will maintain robust protocols and a meticulous audit trail, and guide evaluators to prevent bias, gaming or inconsistency, spotting risks early and recommending corrective actions. You will champion continuous improvement across processes, templates and guidance, and deliver practical training and briefings to stakeholders at all levels.
You will bring experience of tender administration / evaluation or procurement compliance in a regulated / public‑sector environment, with a strong grasp of UK / EU rules and the Procurement Act 2023. Detail‑driven and analytical, you’re confident advising, challenging and influencing stakeholders, and you keep immaculate records. Having a CIPS Diploma (or willingness to work towards) is expected.
