Summary of what the candidate must have to apply

Northeast Lincolnshire Council needs an experienced Agency Parking & Enforcement Manager to lead all street‑based enforcement, civil enforcement, and Parking Services. You will ensure statutory duties are met and services run efficiently, covering on and off‑street parking and environmental enforcement such as litter and PSPO breaches.

The role

You will provide hands‑on leadership, manage operations, ensure compliance, and drive performance across all enforcement activity.

Key accountabilities
  • Oversee daily operations, resources, budgets, and performance.
  • Lead and develop the team through coaching and support.
  • Monitor and review services, pushing continuous improvement.
  • Provide advice and support to the Head of Service.
  • Lead and contribute to projects and joint operations with partners.
  • Offer expert guidance to colleagues, senior managers, and external agencies, including complaint handling.
  • Ensure service plans, policies, and procedures meet statutory guidance.
  • Maintain performance measures to support improvement.
  • Ensure safe working practices, including incident reporting and investigations.
  • Report relevant incidents to Police and support staff through investigations and court processes.
  • Carry out any other reasonable duties expected at this level.
Requirements/key criteria
  • Strong people management experience with proven team development.
  • Background in operational management within a relevant field.
  • Experience in a customer‑facing regulatory or enforcement role.
  • Ability to handle and resolve complex issues.
  • Solid knowledge of key legislation: Traffic Management Act 2004, Civil Enforcement of Parking Contraventions, PSPOs, Environmental Protection Act 1990, Health Act 2006.
  • Confident managing budgets and cost control.
  • Excellent communication, influencing, and negotiation skills.
  • Strong IT skills with relevant systems.
  • Degree level education or equivalent experience.
  • Management qualification or equivalent capability.
  • Able to travel locally and work out‑of‑hours when required.
