Overview

Income and Resource Manager – Public Realm

£54,267 - £57,402 per annum

Newham is a vibrant inner‑city in East London with excellent transport links to the rest of the Capital and South‑East England. Home to the Olympic Park, the Royal Docks and City Hall, it is also one of the youngest and most diverse councils in the country, with a mission to Build a Fairer Newham for all of its Residents.

Responsibilities
  • Strategic oversight of Public Realm operation revenue and capital budgets valued at £26m.
  • Critical friend and internal audit for 30 budgets, including 8 holding accounts.
  • Monthly reporting to the Director of Public Realm with budget analysis, income forecast, risks and mitigations.
  • Collaboration with Heads of Service to support budget setting and zero‑based budgeting.
  • Management of the Resource Officer and payroll operations for 500 Public Realm officers including agency staff.
  • Implementation of legislative changes and organisational updates into directorate budgets.
  • Delivery of complex data in an accessible format to audiences without a financial background.
Qualifications
  • Experience in strategic and analytical budget management, preferably in local government.
  • Knowledge of zero‑based budgeting and internal audit processes.
  • Excellent communication skills and ability to work with staff and members at all levels.
  • Understanding of complex service delivery and financial stability of the Council.
  • Proficiency in payroll and officer remuneration management.
