Your job
Provide a professional HR service to managers, employees, schools and support senior HR staff to implement local HR delivery plans and translate business needs into people solutions to drive continuous improvement and ensure that the people needs of the Council and Schools are met.
In this job you will
- Support all aspects of the delivery of the Workforce Strategy to ensure effective recruitment, resourcing and retention throughout Schools and the Council.
- Undertake all aspects of HR casework, including attending hearings (discipline, grievance, capability, etc) to advise managers and others to ensure good practice, legal requirements are met, and employees are managed in a fair and consistent way.
- Deliver the full range of specialist HR support to Schools and Services on all HR matters (including recruitment and selection, attendance management, redeployment, TUPE, dignity at work etc) so that policies and practices are implemented consistently.
- Provide professional advice to Schools and Services on all aspects of HR and the interpretation of policies, procedures, processes and practice, including terms of conditions of service, to ensure business needs are met and employees are managed in a fair and consistent way.
- Provide practical and operational contribution to draft policies/procedures/processes to ensure that employees are managed in accordance with the latest legislation and good practice guidelines and contribute to the communication of such changes throughout Schools and the Council.
- Analyse workforce information, provide advice on workforce financial matters (e.g. early retirement etc) and respond to requests for management information so that accurate and up-to‑date HR data supports management decisions.
- Provide support to employee relations matters and service Joint Consultative and Negotiating Panels (JCNP’s) and other groups so as to achieve participative, effective and harmonious working relationships throughout the Council.
- Provide specialist HR support, as part of the delivery of local HR plans, to projects/initiatives/joint working/workshops etc to ensure the smooth and consistent implementation of HR changes within Schools and Council services.
- Undertake job evaluations to ensure schemes are applied consistently and evaluation decisions can be properly defended at appeal.
- Support the mechanisms for raising awareness on all HR matters for managers and employees (including briefing and training) to ensure the delivery of good HR practice throughout Schools and the Council.
- Represent the HR Service on interdisciplinary working groups so as to ensure the integration of Services and effective HR interface.
The job holder may be required at any time to undertake any work up to and/or at a level consistent with existing responsibilities. These tasks may be at any location in Cheshire East, to ensure the effective deployment of labour, materials, transport and equipment to meet daily service requirements.

- Post qualification experience of working in an HR setting providing advice and guidance across a range of HR activities Application form
Technical, Specialist or Job Related Knowledge
- Underpinning knowledge of HR policies, procedures and processes and related professional practices, employment law, case law, organisational design principles, local government conditions of service and pensions, ACAS standards etc
