Job Summary

Join Our Team at NHS Wales Joint Commissioning Committee (NWJCC). Following the establishment of the NWJCC on 1st April 2024 and a recent organisational restructure, we are seeking a Head of Financial Accounting and Governance to support our journey as a newly formed organisation.



Main Duties of the Job

To provide financial governance assurance to the NWJCC audit committee and compile the NWJCC annual financial accounts in line with Welsh Government guidance and professional standards.


To manage all the services, performance, staff and other resources within the Financial Accounts Function of the NHS Wales Joint Commissioning Committee (NWJCC).


To ensure a sound internal control environment over the NWJCC's financial systems and processes.

Person Specification


Essential


  • Expert knowledge of financial and accounting procedures, NHS finance policies and legislation.

  • CCAB‑qualified accountant with further specialist training and experience.

  • Up‑to‑date registration.

  • Strong knowledge of financial control, internal control procedures and technical rules and standards.

  • Experience implementing the NHS Wales financial regime, Welsh Government Manual for accounts and HM Treasury Financial Reporting Manual.

  • Proficiency in international financial accounting standards as applied to the NHS and public sector.

  • Ability to produce annual accounts and apply all relevant International Financial Reporting Standards in practice.



Desirable


  • Relevant undergraduate degree in business or accounting or equivalent.

  • Knowledge of International Financial Reporting Standards for NHS and public sector.

  • Familiarity with NHS Wales Manual for Accounts, HM Treasury Financial Reporting Manual, and Welsh Government procurement regulations.

  • Understanding of standing financial instructions and financial governance.

  • Knowledge of VAT legislation applicable to healthcare.

  • Experience in NHS Wales capital funding environment.



Experience


  • Significant post‑qualification experience in finance management, strategic and staff leadership roles.

  • Experience using and managing computerised financial management systems, particularly ORACLE FI‑MS.

  • Strong analytical skills for manipulating large, complex spreadsheets.

  • Staff management experience, including workload planning, sickness and grievance management.

  • Experience with NHS audit committees and related governance processes (adviseable).



Skills and Attributes


  • Advanced proficiency in Microsoft Excel and Word for complex data manipulation, forecasting and trend analysis.

  • Excellent time‑management and organisational skills, able to meet competing demands and deadlines.

  • Capability to work independently, set team goals and plan to achieve them.

  • Mentoring skills – responsible for training staff in financial qualifications.



Other Role Requirements


  • Flexibility with travel across sites for meetings.

  • Welsh speaker (Level 1) or willingness to work towards achieving this level.
