Compensation and Working Hours

Pay Rate: £354.14 to £393.48 per day PAYE, DOE

Hours per week: 37 hours, Monday–Friday

Contract length: 6 months

Location: Stoke on Trent, Staffordshire, ST4 1RN

Hybrid working (to be confirmed)

Candidate availability: Immediate start

The Role

We are seeking a Change Manager for a Business Change Workstream team. The Change Manager will oversee the Finance & Procurement Functions at the Council and will lead the implementation of a new Target Operating Model.

Key Accountabilities
  • Conduct Change Impact Assessments across Finance, HR, Payroll, and Procurement, and determine implications for Directorates and Service Areas
  • Collaborate with Business Analysts and Process Owners to identify key areas of Change
  • Perform stakeholder analysis and create communication and engagement plans
  • Develop and manage a Change network to champion and advocate new ways of working
  • Lead business readiness and cultural change initiatives
  • Support Process Design Workshops with BAs and SMEs
  • Support business continuity and sustain Change post go‑live
Key Requirements
  • Finance qualification (ACCA, CIMA, ICAEW, CIPFA) or equivalent experience
  • Previous public‑sector finance and procurement experience, preferably within a local authority or large public sector organisation
  • Strong SAP experience (essential), ideally across Finance or Procurement modules
  • Experience delivering end‑to‑end change management within complex transformation programmes
  • Strong stakeholder engagement and communication skills
  • Experience developing change strategies, plans, and readiness assessments
  • Ability to work in a fast‑paced environment, managing multiple priorities
  • Collaborative style with the ability to influence at all levels
