Job description
Disclosure Supervisor

Salary: £20,191.50 - £21,306.00

Location: Rugby

The postholder will have the supervisory responsibility for overseeing the disclosure processes, including Disclosure and Baring Service (DBS) staff on an operational basis.

The post-holder will manage performance for the DBS teams, reporting to the Disclosure Manager on a regular basis.

MAIN RESPONSIBILITIES
  • To be responsible for co-ordinating the operational implementation of all disclosure policies and processes to ensure that Warwickshire Police ensures legal compliance and consistency with best practice standards issued by relevant bodies.
  • To be responsible for overseeing the processing of all disclosure enquiries regarding ongoing investigations relating to the protection of children and vulnerable adults and those working in a position of trust, specifically where alleged offences may have been committed or an urgent disclosure may be needed and recording such disclosure for audit purposes.
  • To monitor and provide performance reports in line with defined Service Level Agreements. This will be conducted through regular reviews and evaluations on performance ensuring that best practice is followed and that all processes are lean and follow a continuous improvement strategy.
  • To provide advice and guidance to members of staff and other stakeholders on relevant disclosure matters and be responsible for interpreting complex technical and lawful instructions and statutes, to ensure policy advice complies with current legislation.
  • To ensure the disclosure unit successfully monitors the risk associated with disclosure through environmental scanning and reports to the Disclosure Manager as required.
  • To support the maintenance of disclosure processes with partner agencies, adapting services in response to changes to disclosure policies and processes to ensure that changes are communicated to all relevant staff.
  • To implement a Quality Assurance framework in accordance with DBS standards, providing updates on policy and recording of findings on audit documents for inspection by the DBS Standards and Compliance Unit on an annual basis.
  • To represent the Unit at relevant internal and external meetings and conferences at Force level and National level as required including Regional and National Disclosure Forum.
  • Responsible for supporting the development of information compliance training and awareness sessions. This includes reviewing standards and services for police officers and police staff to increase knowledge and awareness of disclosure.
  • To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

  • To monitor and manage the performance of the team, identify and address issues and improve team/individual performance, ensuring adherence to professional standards.

  • To co-ordinate the work of the team, directing activities, and monitoring progress and managing competing demands and priorities to ensure the best use of available resources.
  • To supervise and monitor the handling of information and record keeping, ensuring alignment with legislation, policies and guidance.
  • To monitor and report on team expenditure to ensure the efficient use of available budgets and maximise value for money.
  • To evaluate the effectiveness of existing processes and practices within own area of work in order to identify and implement opportunities for change and innovation and enable continuous improvement.

  • Regular travel throughout Warwickshire Police.

PERSON SPECIFICATION
Knowledge
  • A Level 3 or equivalent, qualification
  • Knowledge of the DBS Service Level Agreement, Part V of the Police Act 1997, the Rehabilitation of Offenders Act, the Data Protection Act
  • Freedom of Information Act and Human Rights legislation in relation to disclosure policies
  • Demonstrable evidence of a commitment to personal and professional development
Experience
  • Experience of supervising teams of staff and individuals
  • Proven ability to build effective working relationships and operate as part of a wider team
  • Experience in motivating teams to achieve targets and meet standards
  • Experience in contact/customer service environment
  • Experience of monitoring risk and quality assurance measures
Key Skills
  • Proven ability to negotiate with and influence senior managers and external bodies using reports, presentations or otherwise
