Job description
About The Role

North Northamptonshire is currently on an exciting journey to transform its buildings and infrastructure and as part of this, we are looking for a Construction Project Manager to join our Capital Projects team.

You will be responsible for the delivery of a suite of capital construction projects or a programme of works that range from £25k to £25M. The role will require the development of project briefs working with a variety of internal/external stakeholders – funders, services and end users – which would then be taken through to design, specification, delivery and finally completion.

You will lead construction projects either directly delivering smaller construction projects, procuring and managing contractors or managing external consultant design teams and contractor/developer delivery teams for larger projects. These projects will be based across North Northamptonshire and will need you to attend site meetings or meetings in the office on average 2 days a week.

The role involves working on multiple projects at one time to deliver construction projects across the council for education, children’s services, leisure, assets and communities.

If you would like more information about this role or are interested in applying, please contact Victoria Phillipson, Head of Capital Projects at Victoria.phillipson@northnorthants.gov.uk.

What will you be doing?
  • Construction Project Management – either directly delivering projects or managing the delivery of projects from brief through design and through to delivery.
  • Developing Project Briefs – understand and interpret the council’s vision for its strategic estate and, in particular, in the education, children’s services, leisure, communities and service areas to work together with them to develop project briefs/scope.
  • Stakeholder Management – develop effective relationships with stakeholders and partners both internal and external to the council.
  • Risk & Issue Management – develop, manage and monitor the project risk and issues register ensuring that the risks are costed and mitigated to the lowest possible level that the council can accept.
  • Finance – cost planning, developing business cases, responsibility and accountability for managing the project budget, maximising value for money including value engineering.
  • Procurement – identifying, procuring and awarding contracts for the required professional services, surveys, other specialists, design teams and contractors.
  • Leadership – motivating and managing project teams and working groups to work together to deliver the projects outcome; developing relationships internally and externally to overcome challenges and progress projects effectively.
About You
  • Agile and flexible enough to adapt ensuring the project has flexibility within its parameters to allow for change should the strategy, regulations or outcome require change during the delivery of the project.
  • Remote working is possible; however, attendance at the project site and team meetings in person is required as needed, expected on average 2 days a week.
  • Degree level education or equivalent experience and a relevant project management qualification or equivalent.
  • Knowledge and experience of managing multiple and complex construction projects of varying financial levels.
  • Experience of successfully managing performance and providing feedback to design teams and principal contractors.
  • Local authority experience is key, particularly in governance, approvals and procurement processes.
Benefits
  • A competitive salary.
  • A pension scheme, where we pay a significant contribution on top of your contribution, providing life cover and ill‑health protection.
  • Lots of opportunities to develop your skills, knowledge and potential in a large unitary council.
  • Generous leave entitlement (28 days, rising to 33 days) and bank holidays, plus the option to buy up to an extra 10 days.
  • Hybrid and flexible working arrangements, where practicable for service needs to help you with a healthy work‑life balance.
  • Employee Assistance Programme, Employee Benefits Scheme, wellbeing support, travel rates at HMRC rates, and support for active Employee Network Groups.
