Job description

We are seeking an experienced Operational Manager for a 3-6 month interim assignment to lead and oversee a busy frontline service. This role will be responsible for ensuring the smooth day-to-day running of operations, including staff supervision, performance monitoring, service delivery, and effective resource management.

Responsibilities
  • Lead the planning and continual improvement of their business area to ensure delivery of high-quality services that achieve performance against council plan priorities and partnership objectives.
  • Effectively manage and monitor external contracts. Produce high-level reports to stakeholders detailing progress against work areas.
  • Ensure that services offer best value, are innovative to achieve and maintain the highest standards of assured quality, and are responsive to partnership needs and service requirements.
  • Demonstrate clear corporate direction, in line with the council's key priority programs to achieve effectiveness, efficiency, and economy in operation. Experience in producing statutory and other performance returns.
  • Analytical judgement, policy making, high-level report writing, and agile decision making.
  • Service improvement, innovation, and initiative.
  • Identify opportunities, problems, or obstacles and take action to shape and implement a vision for the future.
  • Lead in partnership working and understand the skills and approaches needed to maintain strong relationships to ensure effective service delivery.
  • Build collaborative relationships and work with key stakeholders in a constructive manner.
  • Lead and develop, motivate, and manage teams to achieve key Council and partnership priorities.
  • Supervise staff and monitor performance to ensure delivery of services.
  • Responsible for effective resource management and day-to-day operational control of the service.
  • Ensures services are delivered in a high-profile, politically sensitive environment when required.
Qualifications
  • Substantial proven experience of managing a team within a local authority/community safety environment.
  • Experience of partnership working and maintaining strong relationships to ensure effective service delivery.
  • Works and engages constructively with key stakeholders.
  • Ability to advise senior managers on the analysis of service requirements and for the provision, review, and monitoring of performance indicators showing responsiveness, quality, efficiency, and cost-effectiveness of the business unit's services.
