About The Role

Role: Commercial Manager
Contract Length: Until 30/04/26
Location: Hybrid/Croydon - 2-3 days in office per week (Mondays & Wednesdays)

Pay Rate to Intermediary: £522.95 per day

Spinwell is recruiting for a Commercial Manager for an excellent opportunity within the public sector.

RESPONSIBILITIES OF THE COMMERCIAL MANAGER

To support the Senior Commercial Manager in delivering strategic commercial direction for projects and categories from concept through specification, contract and procurement, design, delivery, verification and operational support.

To manage enhancement activity and deliver value through: Supplier Relationship Management; Supply Chain Management and the development and delivery of commercial best practice, processes, governance, guidance and tools.

To manage the provision of a professional compliant procurement service for allocated user stakeholders within the Group to achieve value for money and high stakeholder satisfaction.

To succeed in the role the job holder will be required to deliver and sustain value for money contracts and framework agreements, communicate strategies and policies on client's responsible procurement and corporate H.S.E. requirements, approve compliant procurement strategies across a 12‑24 month horizon and bridge team skills and development gaps.

Where the job holder is required to carry out team‑leader responsibilities they will be expected to manage and motivate a team, undertake direct management of staff, and efficiently allocate staff resources to Procurement Managers under a matrix management model for delivery of projects and transactions, and provide effective support and assistance to their managers in managing the team and deputise for the Senior Commercial Manager where required.

• Detailed knowledge and understanding of current domestic and EU legislative requirements and proven experience in applying these to day‑to‑day procurement activities and documentation.
• Computer literate and experienced in use of standard spreadsheet and Word‑processing software packages.
• Ability to assimilate quickly new business systems such as SAP or other e‑procurement and commercial systems.
• Ability to communicate effectively and to influence others both internally and externally up to Managing Director level through presentations, negotiation and written reports.
• Experience in contract/purchase order management and administration and proven experience in developing and maintaining supporting office systems.
• Experience in preparing, reviewing and agreeing contract terms and conditions and commercial schedules.
• Substantial proven experience in a procurement function involved in high‑risk, high‑value, complex works, services and supplies covering a range of commodities. A proven record in establishing contracts of this nature and leading commercial negotiations at a senior level is essential.
