Job description

As a Commercial Manager, you'll play a pivotal leadership role in delivering our planned improvement programmes. You'll ensure cyclical and preventative maintenance works are delivered safely, efficiently, and within budget. At the heart of our operations, you'll manage the commercial and quantity surveying aspects of projects, driving value for money and ensuring financial performance is accurately monitored, forecasted, and reported. Working closely with the Contracts Manager and Head of Investment, you'll oversee commercial performance, lead procurement processes, support contract administration, and maintain robust financial controls. Your expertise will help shape strategic planning and performance reporting, ensuring quality outcomes for residents.

Responsibilities
  • Lead commercial management of cyclical and planned investment projects.
  • Manage financial and contractual arrangements with contractors, including valuations and final accounts.
  • Prepare tender documents and pricing frameworks for procurement.
  • Oversee procurement activities, ensuring compliance and long‑term value.
  • Monitor project expenditure, produce cash‑flow forecasts, and identify financial risks early.
  • Support monthly and strategic reporting for senior leadership.
  • Manage designated budgets and ensure value for money.
  • Assess contractor claims and agree final financial terms.
  • Lead and develop a small team, fostering excellence and continuous improvement.
  • Collaborate with stakeholders across Property, Finance, and Procurement.
  • Ensure compliance with KPIs, Health & Safety, and environmental standards.
Qualifications
  • HNC/HND (or equivalent) in Quantity Surveying or related discipline.
  • Membership of RICS or CIOB (or working towards).
  • Minimum 7 years' experience in commercial management and contract administration (NEC, JCT).
  • Strong commercial and financial track record, ideally in housing or construction.
  • Skilled in procurement, contract delivery, and dispute resolution.
  • Ability to produce clear specifications, tenders, and contract documentation.
  • Excellent reporting and analytical skills.
  • Confident reading technical documentation and engaging stakeholders.
  • Proficient in Microsoft Office and contract management systems.
  • Strong understanding of financial planning, risk management, and compliance.
  • Hands‑on leadership style with ability to motivate and develop teams.
