Accountancy Business Change Manager – Greenwich

We are working closely alongside a local authority in Greenwich to assist with the appointment of an Accountancy Business Change Manager on a 6‑month contract, highly likely to be extended at client discretion. Please apply with your CV for immediate consideration.

Rate of Pay: £479.54 – £598.00 per day

Summary:

The Accountancy Business Change Manager is a key leadership role within the Finance Directorate, one of 13 managers responsible for the operational delivery of Accountancy Business Partnership Services. The post holder acts as a catalyst for business change, ensuring the accountancy function is integrated across the Council while maintaining strict adherence to legal and statutory frameworks. This role is vital in meeting the Council’s Section 151 responsibilities and driving a culture of continuous improvement, innovation, and professional development.

Responsibilities
  • Lead the integration of the accountancy function within the Council, acting as a champion for business change and the values of the Services Business Plan.
  • Lead the operational delivery of finances for a defined area (e.g., Children’s and Adults Services, Corporate/Housing Services, Investment/Partnering, or Stewardship functions).
  • Ensure all financial procedures meet Section 151 responsibilities and legal/statutory requirements.
  • Support a culture of CPD by mentoring staff undergoing professional training and supporting senior staff with sensitive issues.
  • Represent the Council at national and regional forums (e.g., LGA, London Treasury Officers Forum) and maintain professional peer networks for benchmarking.
Qualifications
  • Must possess the high‑level professional standards required to support Section 151 statutory obligations.
Essentials
  • Extensive experience in a senior finance role within a local authority or similar complex public sector environment.
  • Proven track record of managing business change and driving operational efficiencies within legal frameworks.
  • Experience managing multi‑disciplinary teams and professional staff, including performance management.
  • Demonstrated expertise in specific financial areas such as PFI (Private Finance Initiative), MRP (Minimum Revenue Provision), or departmental finance (e.g., Adults/Children’s services).
Additional Requirements
  • You should be available to work immediately or at short notice.
  • You should have the right to work in the U.K.
